Tysons Business Forum:
Making History, Power and Money”

On Friday, October 4 from 7:30 – 9:30 a.m. at the Tysons Marriott, Leesburg Pike, Tysons Corner, the chamber will convene some interesting, influential and knowledgeable Tysons Corner decision makers to discuss the past, present, and future of Tysons Corner. As we launch our new series, we hope to excite business pride and discuss the compelling and unique dynamics of the Tysons Corner market and its development. The forum will be moderated by Gerald R. Gordon, PhD., President & CEO, Fairfax County EDA and panelists will include: Mr. William “Til” Hazel, Real Estate Attorney; Mr. Gerry Connolly, Supervisor Providence District, Fairfax County, Virginia; Mr. Tom Davis, Congressman, 11th District, Virginia; Mr. Mayo Stuntz, Local Historian & Co-Author, This Was Tysons. Our Chamber Directory / Community Guides are in and available for pick up at the Vienna-Tysons Regional Chamber of Commerce office. Over the next several months the guides will also be available at our lunches, mixers, and events in addition to being distributed to public places, including hotels, banks, libraries, community centers, and Town Hall!

I would like to thank all of the members that have renewed their 2002-2003 dues for their continued support. If you have not yet renewed your dues, please be advised that your business listing will be removed from the chamber database on September 15. If by chance you have misplaced the invoice or need to arrange for billing, please call the chamber office so we can work out the details.

The VTRCC Annual Carnival is scheduled for September 5-8 at Nottoway Park. It is not too late to sponsor a ride and volunteers are needed to help staff the information booth and assist with other related duties. Please call the chamber office to volunteer for a three-hour shift or inquire about sponsorships. Remember to tell your friends.

The first Tysons Corner Business Forum will take place on Friday October 4 from 7:30 - 9:00 AM at the Tysons Corner Marriott. Join us for a panel discussion on the past, present, and future of Tysons Corner including the expansion of Metro to the area. The moderator is Dr. Gerald Gordon, President of the Fairfax County Economic Development Authority. Panelists include Congressman Tom Davis, developer William "Till" Hazel, and area historians Connie and Mayo Stuntz, authors of "This Was Tysons Corner Virginia," which will be available for purchase afterwards. The cost to attend is $20 for members with reservations and $25 for nonmembers and walk-ins. Call the office for details.

The VTRCC Golf Tournament will take place on Monday October 21 at Westwood Country Club. The field is filling up fast. However, there is still time left to enter your foursome and sponsorship opportunities remain. Call the chamber office for more details.

50/50 Raffle Tickets are on sale now as part of the 4th annual golf tournament. Enter to win a chance at half the pot. The drawing will take place on October 21, 2002 after the annual golf outing. Winners need not be present to win. Tickets are $5 each or a booklet of six for $20. If you would like to purchase or help sell tickets, please call the chamber office.

Our next luncheon will take place on September 12 at Bistro 123 and our next mixer, hosted by the Nonprofits Roundtable Committee, will take place on September 26 at Tequila Grande. During October, our breakfast mixer will take place at the Vienna Inn on October 10 and out monthly mixer will be held at SunTrust Bank prior to the kick off of the 56th Halloween Parade on October 23rd. A limited number of sponsorship opportunities are available for the parade. Call the chamber office for details.

Membership Benefits Committee had their first meeting on July 29 at Jammin' Java. In attendance were Melissa Ellis, Tweety Dong and Jodi Scholes, chair. During the meeting, the committee members clarified their mission: to bring many benefits (social, financial etc.) to the Vienna Tysons Chamber of Commerce members and to the community and to be a revenue-generating committee for the VTRCC. With that in mind, the committee brainstormed several ideas. The proposed ideas included several events that would increase the traffic through our local Vienna & Tysons restaurants. A tentative date for an exciting social event to-be-announced was chosen for February 2003. The committee also agreed we will work toward having 30% of the membership participating in our current member benefit package we call the PREMO (Premier Rewards Exclusively for Members Only) program. The next Membership Benefits Committee meeting will be on Friday September 6 from 1:00-2:30 p.m. Any interested members can call Jodi Scholes at 703-255-1500.

Legislative Affairs
By Congressman Tom Davis (R-VA-11th)

I write as Congress prepares to reconvene following our August District Work Period, with the hope that you and your families have enjoyed the summer months and that this mailing finds you healthy and happy.

Congress is in the midst of tackling a great challenge – creating a new Department of Homeland Security, the most significant restructuring of the federal workforce in more than half a century. Clearly, the devil will be in the details, and we will have our hands full grappling with the structural and substantive changes this new department will require. But already there is consensus that a new department will make America safer because, quite simply, it will offer one entity whose mission it is to protect the American homeland.

Several bills I introduced were included in the Homeland Security Act of 2002 when it passed the House on July 27, including:

  • Section 722, modeled after my Critical Infrastructure Information Act, that promotes voluntary information sharing about threats to the nation’s critical infrastructure by offering narrow antitrust, FOIA, and civil liability exemptions to industry partners that voluntarily share such information among industry or with the government.
  • Title XI information security language that mirrors H.R. 3844, the Federal Information Security Reform Act of 2002 (FISMA), legislation I introduced that permanently reauthorizes and strengthens the Government Information Security Reform Act (GISRA).
  • A section based on my bill, H.R. 4629, that will help the government efficiently evaluate homeland security technologies and reward private sector innovation.
  • And procurement reform language similar to my bill, H.R. 4694 that gives the new Department the tools and flexibility it needs to acquire critical goods and services quickly and efficiently, while maintaining important safeguards.

Now we await Senate action on this legislation, and subsequent conference committee action to reconcile differences between the two versions.

I was very pleased that the House passed corporate accountability legislation before we recessed in August. H.R. 3763 will protect investors by enhancing oversight of the accounting profession, requiring auditor independence, increasing corporate responsibility, preventing analyst conflict of interest, and stiffening criminal penalties. This is what my constituents have been asking for, and what they deserve. We have sent the message that CEOs and accountants who rip off retirees and other investors by cooking the books should be treated with the same indignation and criminal liability as purse-snatchers and car thieves. Theft is theft, and the stiffer penalties and increased oversight in this legislation means corporate crooks will no longer be able to flourish in obscurity.

The annual appropriations process is well underway, and prospects look strong for securing federal funding that will improve the quality of life for Vienna-area residents and businesses. The House, for example, has approved the Treasury, Postal spending bill, including in it legislation I introduced that provides U.S. Park Police and U.S. Secret Service Uniformed Division employees with the same locality pay adjustments as other federal workers. The bill also provides a 4.1 pay raise for federal civilian employees, a provision that maintains the tradition of pay parity for civilian and military employees, something I’ve worked hard over the years to retain.

Finally, the House also passed H.R. 4775, the Defense and Homeland Security Supplemental Appropriations Act Conference Report, legislation that provides critical funding for national defense and homeland security. It’s important to note that this legislation includes $4.3 billion in additional federal highway funding this year. Virginia’s portion of the additional funding will be $102 million, boosting the amount of federal road money the Commonwealth will receive this year to $646 million. The president’s proposed budget included a reduction in federal highway spending because of reduced income to the Highway Trust Fund. The conference report restores the funding that would have otherwise been cut.

This is great news for Northern Virginians. TEA-21 – which I helped author as a member of the House Transportation and Infrastructure Committee in the 105th Congress -- resulted in hundreds of millions of dollars more each year in federal aid for transportation projects in the Commonwealth. This funding meant progress in our fight against traffic congestion, enhanced highway safety, and thousands of jobs – good, family-wage jobs we can’t afford to lose. Halting this progress by cutting funding 27 percent would have been devastating to Virginia, to our local economies, and to the men and women whose livelihood depends on transportation-related projects. Many projects critical to the continued improvement of our transportation infrastructure are currently in the works or being planned – and, unfortunately, many have been set aside due to funding shortfalls at the state and local levels. In Northern Virginia, safety, quality of life and the overall economy depend largely on maintaining federal TEA-21 funding. This legislation does just that.


Business Development Committee Sponsors Scavenger Hunt

The Business Development Committee is off and running! Our initial project is a Scavenger Hunt throughout the Vienna /Tysons/Oakton area. This is a great way to get consumers into your business. They do not need to purchase anything to enter but we know as soon as they walk into your establishment, they are going to want to buy!

Signup for Businesses: August 15 – October 1.

Cost to be on passport: $50

Benefits:

  • Advertising: Official Passports will be in other participating businesses as well as distributed in the November newsletter. It will also be advertised in the Town Newsletter.
  • Consumers visiting your business. This is great for businesses affected by construction, new businesses, new locations, or increasing business.

When: Scavenger hunt will take place from November 1st through November 27th. There is no cost to enter. Each consumer must visit a certain number of businesses to be eligible for any prizes. Visiting all businesses will make them eligible for grand prize. Consumers are not charged to enter the contest. In event of tie, a drawing will be held.

Prize: Cash prize based on amount of participating businesses. If you would like to donate a prize, we will also advertise that in newsletter and passport.

Newsmakers

It is that time of year again for the Vienna Police Department annual COPS AND KIDS FUN RUN. This is the 9th annual Cops and Kids Fun Run, scheduled for September 28, 2002. 10 a.m. at the Vienna Police Parking lot, 215 Center St. S. Vienna VA. The course is “non-competitive” one-mile run.

The Vienna Police Department's COPS AND KIDS FUN RUN is a non-profit event sponsored by the police department and local civic groups. The purpose and the theme of this activity is for the police department to gain rapport with area children and encourage them to find alternatives to using drugs. We are expecting about 200 children, parents, and police officers to participate in the event. The Police Department offers this event free of charge. We will send registration flyers home to the children from Marshall Road, Cunningham, Vienna, Louise Archer and Westwood Elementary schools; however, all children are invited to register at the Vienna Community Center on Cherry St. For more information please call the Vienna Community Center at 703-255-6396.

In a report issued by The Office of Advocacy of the U.S. Small Business Administration (SBA), American banks increased their micro-business loans by 10% in 2001. Special Election Results

Congratulations to Kenneth C. Alexander (D), newly elected delegate from the 89th House District in Norfolk, and Ken Cuccinelli (R), newly elected senator from the 37th Senate District in Fairfax County. Both won special elections Aug. 6.
Cuccinelli's 55-percent victory is being viewed as sign that the sales tax for transportation referendum in Northern Virginia is imperiled. Cuccinelli stressed his opposition to the referendum, and his Democratic opponent stressed her support for it. The one thing it does show is that opponents to taxes are far easier to motivate than supporters are, which shouldn't surprise anyone.
