March 2003 By Karen R. Hammond The Greater Merrifield Business Association (GMBA) is under new leadership, effective January 1, 2003. As the incoming President of GMBA, I appreciated the opportunity to meet with your President, Gary Powers. I was glad to meet him, learn more about VTRCC and pick his brain. GMBA and VTRCC held a very successful mixer last November, and we hope to continue holding joint events of interest to all of our collective members. Merrifield has been identified by Fairfax County as a revitalization area of the county, and GMBA has formed a committee to explore what resources are available to Merrifield. A major undertaking by the committee will be ideas for new streetscape in Merrifield. Ongoing meetings with Fairfax County will shed more light on what it means to be a revitalized area of the county, and how we can best go about being “revitalized”. GMBA is also considering: a name change; looking for
someone to help with a web site; and forming committees for outreach
and promotion of doing business with a member. Again, seeing what VTRCC
has done in these areas has been quite helpful. 10th Annual Casino Night and Taste of the Town The 10th Annual Casino Night and Taste of the Town is Friday April 11 at Westwood Country Club. Key I would like to thank the Vienna-Tysons Corner Chamber of Commerce for giving me this opportunity to talk about my agenda for reforming how Virginia trains and maintains a 21st century work force. You who have worked so hard to make Northern Virginia the hub of the information economy know that a quality workforce has been critical to your success. I want to build on that success and expand it to all regions of Virginia. We currently have 22 different workforce development programs spread across 10 different agencies. This system does not help working Virginians when they need it most. Just as importantly, it does not serve employers well, especially those seeking to maintain their competitiveness in a global market where skill requirements are constantly changing. To address the confusion and lost opportunities inherent in this array of well-meaning programs, I will soon announce the appointment of a single, high-level state official to coordinate workforce development. By September 1, this individual will report to me on the potential of creating an umbrella agency to combine all workforce programs into a manageable portfolio. Virginia has also not realized the full potential of the Federal Workforce Investment Act. My reform plan will direct the Virginia Employment Commission to set performance standards for these organizations and utilize technology to improve the access of employers and employees to these training services. Workforce Investment Act dollars will also be used to test a “Middle College” program for young adults and to fund a retraining program for currently employed workers to upgrade their skills. I am confident that the reforms I have outlined will position Virginia in the forefront of adapting to the workforce needs of our changing global economy. Since the formation of the Washington Airports Task Force in 1982, Virginia has contributed $16 million toward the development of Washington Dulles, of which $6.25 million comprised the State General Assembly's grant toward the WATF's work. For that $16 million investment, the Commonwealth has received approximately $1 billion in new state and local taxes from on-airport activity, the WATF estimates, plus the much greater economic and tourism development gains enabled by the airport's world reach. From its 1962 opening until the early 1980s the airport limped along, little used, and was derided as a "federal boondoggle, a white elephant," until Carrington Williams created the Washington Airports Task Force to "do something about Dulles." WomenBiz.gov - To aid new or established Women Owned Small Businesses seeking more federal related business, the Contract Assistance for Women Business Owners and the National Women’s Business Council, in cooperation with the other federal agencies, developed a website, www.womenbiz.gov. This website provides over 100 links to federal procurement and subcontracting information, opportunities and registration sites for bidder’s lists. Included are the Department of Defense’s Central Contractor Registry, PRO-Net, www.fedbizopps.gov, and federal mentor-protégé programs for small businesses. PRO-Net and the CCR – PRO-Net is SBA’s free on-line database of small businesses. Contracting officers and prime contractors use the database to find small businesses in particular industries and locations, often by type of ownership, i.e. Women Owned Small Business (WOSB). It is an excellent marketing tool for WOSBs to gain insight and wide exposure to the federal contracting community. Firms may access information regarding their correct industry code(s), the North American Industry Classification System (NAICS) Code(s) for their products or services at www.census.gov/naics. The correct NAICS code(s) are essential for registration in PRO-Net and for certain contracting requirements. Virginia New Hire Reporting Center. As part of welfare reform, Congress enacted the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) in 1996. The key provision of the Act mandates that all states operate a program that receives and processes information about newly hired employees. The New Hire Reporting Program collects timely information about the newly-hired so that child support orders can report basic information already on the W-4 form. Under Virginia Statute 63.2-1946 (Revised October 2002), each employer is required to report new hires or re-hires within twenty days of hiring to the Virginia New Hire Reporting Centers. The employers must submit the following six elements: federal employer identification number, employer name, employer address, employee name, employee SSN and employee address. New hire reporting helps children receive the support they deserve. The Chamber and its allies in the business community continue their struggle against the most aggressive attempt ever to remake Virginia’s unemployment system in the AFL-CIO’s image. Some of the most expensive proposals have been defeated, but one proposal that would automatically increase future benefits is still alive. The struggle will continue into the final phase of the 2003 session. Your letters, e-mails and phone calls have made a difference – keep them coming. The good news is the House and Senate have both approved bills that will end the unprecedented benefit increases imposed in 2001, increases that drained an extra $200 million out of the trust fund that must be replaced with higher employer taxes. House Bill 1929, sponsored by Delegate Sam Nixon of Chesterfield, and Senate Bill 890, sponsored by Senator John Watkins of Chesterfield, both reduce the wage replacement rate for unemployment benefits from 62 percent back to 52 percent, effective July 1. The maximum benefit will reduce to $316 per week effective the same date. International

Oakton High School PTSA Arts in Education Committee seeks

United’s 2002 annual earnings totaled a record $88.9 million, an 11.2% increase over the $80.0 million earned for 2001. TML Copiers & Digital Solutions, has reached an agreement with the City of Manassas to purchase land in the City’s Wakeman Track located where the Route 234 Bypass crosses over Route 28. “This project will be TML’s home for the next 20+ years,” stated Tom Lensis, CEO and founder of TML. TML will design and build a 32,000 square foot office flex facility that will more than double its current square footage. The flex space will allow TML to sub-lease part of the building. TML will be working with several of its customers in the engineering, architecture and construction industries to bring the project to completion.
