The election of the 2003-2004 Board of Directors will take place at the May 8 luncheon at Fleming’s Steakhouse. The keynote speaker will be Congressman Tom Davis. Hear firsthand about legislation and decisions that have been made. This is your chance to speak to your Representative face to face.

VTRCC Sponsors ViVa Vienna Town Festival With Addition of Health Fair

Evolution Health and Fitness, the Grove Center for Chiropractic & Wellness, Fresh Fields Whole Foods Market® …Vienna, and the Vienna-Tysons Regional Chamber of Commerce, are hosting a Health Fair in conjunction with ViVa Vienna. For the first time since Rotary took over, the VTRCC is a sponsor of ViVa Vienna and is proud to offer to their medical members the opportunity to participate in the expanded Health Fair. For a nominal fee, medical professionals will be able to set up a booth and offer screenings to festivalgoers in front of Evolution Health and Fitness on Dominion Rd. Children and adults are invited to attend! Available screenings include: blood pressure; cholesterol; spinal; strength & flexibility; body fat percentage; osteoporosis; dental & vision; skin care; and carpal tunnel. ViVa Vienna is a family and community oriented celebration of Memorial Day and the greater Vienna Community spirit. ViVa Vienna is held on all three days of the Memorial Day Weekend, May 24 through 26. The festival will take place in the historic area of Church Street, the Freeman House, the Old Vienna W&OD Railroad Station, and the Caboose as well as the park area of the WO&D Trail through Vienna. There will be amusement rides, food, and entertainment all three days. On Sunday and Monday, Church Street is closed to traffic from Lawyers Road to Mill Street for booths with handcraft artisans, retail vendors, professionals, political parties and candidates, and community organizations. This event will be fun for people of all ages. ViVa Vienna is the major fund raising project for the Rotary Club of Vienna; profits are turned over to the Rotary Club of Vienna Foundation for distribution to charitable and community groups the following year.

Food, entertainment, amusement rides and some art activities are available on Saturday, May 24 (10 a.m. to 11 p.m.); Sunday, May 25 (food and street vendors from 10 a.m. and rides and entertainment from 12:30 to 10:00 p.m.), and Monday, May 26 (street vendors, rides and food from 10 a.m. to 6 p.m., and entertainment from noon to 6 p.m.)

A variety of food vendors will offer pizza, barbecue, hot dogs, and hamburgers, and Italian sausage, as well as ethnic foods from a variety of cultures including Thai, Lebanese, and Chilean. There will be specialty foods such as candied apples, popcorn, kettle corn, funnel cakes, shaved ice, soft-served and homemade ice cream, cotton candy, and other items.

There will be amusement rides and arcade games for adults, teens, and small children. A variety of musical groups will perform on the main Galliher Stage and the Children's Stage will feature acts for small children.

The Vienna Town Band will open the Festival entertainment program by performing in front of the Freeman House at 6 p.m. on Saturday, May 24. There will be a Festival official opening ceremony at 12:30 p.m. on Sunday, May 25. The Vienna Police Department Honor Guard will present the American Flag accompanied by an honor guard bearing Revolutionary War flags and dressed in period uniforms from the Old Dominion Chapter/ Heroes of 76, National Sojourners (military Master Masons). Bagpipers from the Highlanders Unit of the Kena Shrine Temple will provide martial music. Andrew McGinley, a Vienna resident, will play taps, and a local soloist will sing the National Anthem. Special invited guests will include the Mayor and Town Council Members, the Chairman of the County Board of Supervisors and the Supervisors from the Hunter Mill and Dranesville Districts, U.S. Representative Tom Davis and Senators John Warner and George Allen. On Monday, May 27 there will be a special commemoration of Memorial Day with a special performance of patriotic songs by the Vienna Choral Society.

The Vienna Art Society will hold a special arts sale and provide a special series of hands-on activities for adults and youth. The Northern Virginia Railroad Society will open the old Railroad Station and run their train display on Saturday, May 24. The Friends of the W&OD Trail will provide information about the trail. The Freeman House will be open throughout the Festival courtesy of Historic Vienna, Inc. which staffs this historic building with volunteers. Items and printed material of historic interest as well as some food items will be sold.

10th Annual Casino Night and Taste of the Town

The 10th Annual Casino Night and Taste of the Town is Friday April 11 at Westwood Country Club. Wear your best luau attire and shake off the winter blues at this popular event where everyone is a winner. The finest eateries in the Vienna-Tysons area will be providing delectable samples of their signature dishes. After satisfying your appetite, test your luck at the many casino games.

The evening fun begins at 7 p.m. and will run till midnight. Tickets are $50 each, which includes $25,000 worth of Chamber Cash for gaming. If you purchase your tickets before April 1, you will receive and extra $5000 worth of Chamber Cash.

Admission price includes unlimited tasting from participating restaurants. A cash bar will also be available. As the evening draws to a close, winners will redeem their winnings to enter a raffle. A live auction will also be held for additional fabulous prizes. A trip for two the Tropicana Hotel and Casino in Atlantic City, NJ, a balloon ride, business services, boat outings, and autographed books are just a small sample of the prizes.

Message from the Chief of Police, Town of Vienna

Dear VTRCC Members,

It is a pleasure to be provided this opportunity to address you. With the war and the ongoing threat of further terrorist attacks these are truly trying times for us all. At the local level I am pleased to report that progress is being made. Federal, state and local public safety agencies are working together at unprecedented levels. The Town of Vienna Police Department has been, and continues to be, actively engaged with other agencies throughout the metropolitan area. Information is being exchanged among law enforcement agencies through conference calls and other means on a daily basis. Resources have been reallocated to gather intelligence and pursue leads that may prevent or foil another attack.

You may ask what can you do to help? First, be prepared. While there is no need for panic that does not mean there is no need to prepare. Residents and businesses should take steps to be prepared to react to an emergency. A good planning tool entitled Your Guide to Emergency Preparedness was recently distributed as an insert in The Washington Post. The guide is still available on Fairfax County’s website at www.fairfaxcounty.gov under the Emergency Information selection. There is a wealth of useful information in this document including a section on emergency planning for businesses.

Another critical function we can all play is to be observant and report suspicious activity. No one knows our community better than you. You know what belongs and what does not. If you see anything that you believe is suspicious call the police immediately. Take note of the description of any persons or vehicles including if at all possible tag numbers. Most importantly, call us as you make your observation and not at a later time. If it turns out to be nothing we can all rest easier knowing that to be the case. Your eyes and ears make us more effective.

We continue to search for technology improvements that will assist us. In the near future the Vienna Police Department will install an Emergency Telephone Notification System that will allow us to make community-wide or geographically specific telephonic notifications to provide informational alerts to residents or businesses. This system will allow us to communicate with you in a timelier manner and hopefully allow you to get more information than you may receive through other sources. We will update you as soon as the system becomes operational.
Whether it be a severe storm, sniper attacks or a terrorist incident our response will be governed by our preparation and planning. Our community and our nation have faced challenging times before and have always prevailed. The spirit of this community and our close working relationship will serve us well as we face the challenges ahead. If we can be of service please feel free to contact us at 703-255-6366.

Happy Spring!! Without a doubt, we are all glad to see the winter of 2003 be over and to move ahead!! As I was participating in the Membership Phone Campaign, I was reminded of this wonderful list compiled by Joan Fletcher, President, Winning Ways, Inc.

Ten Ways to Build Your Business by Getting Involved in the Chamber:

1. Make an appointment with a Board Member
2. Make an appointment with the Chamber President
3. Make an appointment with the Chairman of the Committee you might be interested in joining
4. Attend at LEAST one event a month
5. Attend a Lunch & Learn session
6. Offer to teach a Lunch & Learn session
7. Join a committee and become involved
8. Refer business to another Chamber member
9. Use Chamber businesses for your own personal/professional needs
10. Set a business card goal to meet with a minimum of 3 Chamber members each month to find out more about their business.

I’m sure each of you could add a few more ideas to the list. We have had a wonderful year thus far, with many new members getting involved, as well as seasoned members. Our needs continue to grow, and we need your participation. Spring ahead with involvement—we need your ideas!


News From Merrifield and the Importance of Networking

The Greater Merrifield Business Association was pleased to have your President, Gary Powers as our guest at our March Luncheon, where Jim Scott spoke to us about what did and did not happen in Richmond. The big news for Merrifield was the money that Jim secured for our Gallows Road/Lee Highway intersection improvement. It was serendipity when we learned that Gary worked on Jim’s first campaign, where Jim won the election by one vote. WHEW!

GMBA is forming an outreach committee, and our April 22 luncheon will be devoted to outreach. Each member is asked to bring a non-perishable food item for GMBA member “Food for Others”. In addition, Jewel Mikula, Executive Director of Shelter House and Jay Boyce, Executive Director of Home Aid Northern Virginia will be speaking on the issue of homelessness in Northern Virginia.

When we have surveyed members of various associations regarding the reasons they join, overwhelmingly the initial response is “networking”. As a testimonial of how networking works like magic, my meeting with Gary Powers led to us deciding to contribute to each other’s newsletters, which led to my meeting Jen Young of APEX, who is donating a web site to GMBA. Networking is a very powerful tool that successful business people use. I want to thank Gary for introducing GMBA to Jen and APEX, as I celebrate NETWORKING! The Technology Committee would like to thank all members who participated in the recent survey! The information that we received has been instrumental in identifying issues that the Technology Committee should address for the Chamber and its members. Be on the lookout for announcements about the upcoming Lunch-n-Learn and other Tech Committee events geared to educate and inspire! All participants in the survey were entered into a drawing for a $25 gift certificate to Premier Wine Cellars. Our lucky winner was Todd Meloy of Crystalake Engravers. Congratulations Todd! Business and Community News

Vienna Parks and Recreation Department is sponsoring “Heart and Sole,” a new senior adult program of exercises that can be done either sitting or standing. The program will be held each Friday through May 30 from 12:30 to 1:30 p.m. at the Vienna Community Center, (120 Cherry St., S.E.). Sample a class with no pre-registration. The fee for drop-ins is $6 at the door. The exercises provide the benefits of aerobics, strength training, stretching and balance using balls, scarves, plates and other props to increase range of motion and gently work muscles. Vienna Parks and Recreation Department - The "55 Alive Mature Driving Program," sponsored by AARP, will be held April 9 and 14 from 10 a.m. to 3 p.m. at the Vienna Community Center, (120 Cherry St., S.E.). The course will cover the effects of aging and medications on driving, basic driving rules, license renewal, local traffic hazards, adverse road conditions and accident prevention measures. Graduates of the course could receive a discount on their car insurance. The cost for the course is $10 per person, and advance registration is required. Vienna Parks and Recreation - April 9 is the reservation deadline for a day at the casinos in Atlantic City sponsored by the Vienna Parks and Recreation Department. The trip is scheduled for Wednesday, April 16. A charter bus will leave at 9 a.m. from the Vienna Community Center, (120 Cherry St., S.E.), and return about 11 p.m. The cost of $35 for Town of Vienna residents and $44 for out-of-town participants includes transportation and casino package. Small Business Administration - A new study raises troubling questions about the
effects of Federal credit card purchases on small businesses. Although use of credit cards has been touted as streamlining federal procurement, the study finds that the amount of federal credit card purchases from small business actually may be decreasing. One of President Bush's small business priorities is full and open access for small businesses to government contracts. The report, "Impact of Purchase Card Activity on Small Business" (http://www.sba.gov/advo/research/rs226tot.pdf) authored by Eagle Eye Publishers, acknowledges NASA as the only agency that provided information to evaluate credit card usage. Although the General Services Administration's contract with five major banks calls for the collection of socioeconomic data with each credit card purchase, this requirement has not produced usable data. As a result, most agency officials are unaware of purchase card spending patterns within their own agencies. Federal credit card purchases have risen dramatically in recent years. In FY 2001, 3.2 million government credit cards were used to spend $19.7 billion on goods and services. Of this amount, $13.8 billion was spent on non-travel, non-automotive related items, which accounted for 6 percent of all procurement dollars. Small Business Administration - In a departure from previous ergonomic rulemaking, OSHA's new voluntary nursing home ergonomic guidelines reflect the concerns of small business owners. In a letter sent last October, the Office of Advocacy of the SBA urged Assistant Secretary of Labor, John Henshaw, to consider small business concerns in OSHA's new guidelines. The signing of a Memorandum of Understanding between OSHA, Advocacy, and the National Ombudsman of the SBA last fall strengthened their working relationship. Designed to be a small business watchdog, the Office of Advocacy examines the role and status of small business in the economy and independently represents the views of small business to Congress and the President. It is the source for small business statistics presented in user-friendly formats and it funds research into small business issues. Northern Virginia Workforce Investment Board (NVWIB) has selected Member Todd W. Rowley to serve on the Board of Directors for National Association of Workforce Boards (NAWB), based in Washington, D.C. In that new role, Rowley will be part of the NAWB's 29 member Board that oversees operations and policy for the national association. Mr. Rowley is a Senior Vice President with Wachovia National Bank and is based in McLean, Virginia. He also serves on the board of directors for the Northern Virginia Technology. NAWB believes that through the influence of committed private and public sector leadership, a high performance, quality workforce development system can be developed to meet the human resource needs of the competitive global economy that increasingly demands highly skilled workers. Services are designed to help Board volunteers advance the public-private model among key policy makers, secure the role of the business sector in workforce development, enhance members' capacity and effectiveness, and learn from networking opportunities with the nationwide job-training community. Northern Virginia Workforce Investment Board (NVWIB) –The Youth Council of the Northern Virginia Workforce Investment Board announced its 2003 “Tapestry For Tomorrow” visual arts competition for youth ages 12-19 residing in the Counties of Fairfax, Loudoun and Prince William or the cities of Falls Church, Fairfax, Manassas and Manassas Park. The theme of the 2003 visual arts competition is for youth to depict their employment goals ten years into the future – by 2013. This initiative has been developed in collaboration with the Fairfax County Department of Community and Recreation Services. The goal of the arts competition is to encourage Northern Virginia youth to identify and interpret their long-term career aspirations, while also creating a vision through a variety of artistic medium, including charcoal, graphite, acrylic, oil paint, computer graphics, among others. Sunday, April 6th Friends of the Oakton Library will be holding a fundraiser featuring “Claude Monet, His Art & His Garden.” There will be a reception at 2pm, followed by a seminar & video at 3-4pm presented by Renny Martin. The event will be held in the Unity of Fairfax Auditorium (2854 Hunter Mill Road, Oakton). The donation is $100 per person or $150 per couple. All proceeds from the event go directly to the Friends of Oakton Library 501©3 (tax deductible). Historic Vienna, Inc. is asking for donations of used books for its annual sale to be held in June at the restored Freeman Store, (131 Church Street, N.E.). Donations may be dropped off at the Freeman Store when it is open or left on the front porch when it is closed. National Geographic and other magazines, textbooks, encyclopedias, and Reader’s Digest Condensed Books will not be accepted. Proceeds from the sale benefit Historic Vienna’s education and preservation programs. Historic Vienna, Inc. is a non-profit organization for restoration and preservation.

Town of Vienna Mayor Jane Seeman has proclaimed Tuesday, April 8, as Volunteer Recognition Day in Vienna to celebrate and promote volunteerism in the community. A special meeting of the Mayor’s Advisory Committee will be held at 8 p.m. on April 8 in the Council Chamber at Town Hall, (127 Center St., S.), to recognize the individuals and organizations who were nominated as outstanding volunteers for 2003. The public is invited to attend the program. Those who will be honored on Volunteer Recognition Day include: Frank Banner, John W. Brentlinger, Wanda Burggraff, Robert Carrick, William Cervenak, Darlene Dickerson, Marlene Dubill, Mary Ellen Larkins, Joyce Miller, Karen O’Meara, Chris Orlando, Daphne Sloan, Nancy K. Webster, Gaye Wymer, and the members of the Vienna Police Auxiliary.

Town of Vienna - Copies of the proposed Town of Vienna budget for fiscal year 2003-04 will be available for public review beginning Wednesday, April 9, in the Administrative Services Office at Town Hall, (127 Center St., S.), and at Patrick Henry Library, (101 Maple Ave., E). A "Budget in Brief" summary may be obtained at Town Hall free of charge, and the entire budget document may be purchased. For more information, call 703-255-6350. Town Council budget work sessions are scheduled at Town Hall on Saturday, April 12, at 9 a.m.; Monday, April 14, at 7:30 p.m.; and, if needed on Saturday, April 26, at 9 a.m. Work sessions are open for the public to attend. Fairfax City Auto Dealers Association Schedule Second Credit Union Sale in April - The Fairfax City Auto Dealers Association and eighteen credit unions will hold their second annual new car sale on Saturday, April 12 from 9 a.m.- 7:00 p.m. and Sunday, April 13 from 9 a.m.- 7:00 p.m. at the Patriot Center on the Campus of George Mason University in Fairfax, Virginia. According to Sharon Cavileer, FCADA director and VTRCC Chamber member, "The popular event is the easiest way to shop with hundreds of new cars, trucks, SUVs and minivans from 21 franchises to choose from, 18 credit unions to provide financing. Bring your old car, title or loan information, and credit union account number, then shop for the best buy of the year on your new car." Participating Credit Unions include VTRCC Members Navy Federal and Northwest Federal. Participating dealerships are members of the Fairfax City Auto Dealers Association. Fairfax Court Appointed Special Advocates (CASA) – On Thursday, April 10, CASA will host their second annual “Light of Hope Celebration” in the Forum of the Fairfax County Government Center, from 5:30 to 6:30 p.m. This year’s program of children’s songs and family festivities will help to kick off the first of many public awareness and education activities across Fairfax County during the month of April to recognize National Child Abuse and Prevention Awareness Month. Vienna-based Committee for Helping Others (CHO) has had to close its Food Closet and is looking for space in the Vienna area to reopen this emergency food facility serving underprivileged clients. Inova Blood Donor Services – Several canceled blood drives have left the shelves empty of all blood types. Donors are needed to replenish the supplies supporting 15 hospitals in the Washington, D.C. metro area. Youth and Education Luncheon

"Community, Business & Education - A Joint Venture for the Future" is the theme of the Youth and Education luncheon on April 10 at Clydes at Tysons. The event showcases our community youth, elementary through high school. The amazing versatility of these students is demonstrated by their art, dramatic presentation, music and exhibits. Tysons Business Forum

“Transportation in Tysons Corner: Problems, Opportunities and Solutions” was the topic of the Tysons Business Forum at the Tysons Corner Marriott on Friday, March 21st. Steve Eldridge, the “Sprawl & Crawl” reporter from WTOP Radio served as the moderator. Panelists Kate Hanley, Chairman, Fairfax County Board of Supervisors; John Milliken, Partner, Venable LLP; and Bill Menda, Freddie MAC and Chairman of Tysons Transportation Association, Inc. provided a lively and informative discussion to a crowd of 50 people. Although solutions may not occur immediately, this was an important step in the process towards improving transportation in Tysons Corner.
