57th Annual Vienna Halloween Parade on October 29

“Celebrating our Volunteers:
100 Years of the Vienna Volunteer Fire Department”

Mark your calendars for the 2003 Vienna Halloween Parade, to be held Wednesday evening, October 29 on Maple Avenue. The Parade Committee has chosen the theme "Celebrating our Volunteers: 100 Years of the Vienna Volunteer Fire Department". There will be a mixer co-sponsored with the Vienna Inn from 5:00 to 7:00 p.m. at SunTrust Bank (515 Maple Avenue, East). The cost is $5 for the mixer. The parade will run from 7:00 to 9:00 p.m.

New Thursday Lead Share Lunch Bunch!

The New Thursday Lead Share Lunch Bunch will have its first meeting on October 9 at Shula's Steak House in the Tysons Corner Marriott from 12:15 to 1:30 p.m. and will continue to meet each Thursday, same time and place. All VTRCC members are welcome. If you are not already in a group, come and visit. We will also accommodate any business that has not been able to participate in the Tuesday Lunch and Leads or the Friday B2B due to schedule conflicts or because they compete with current members of those groups. Regular attendance, sharing two bona fide leads each month, and membership in the VTRCC are required. Legislative Affairs

It’s been a busy and rewarding first 8 months of 2003 on Capitol Hill. Chamber members will be pleased to know that the House Appropriations Committee has approved another $25 million for rail through Tysons Corner out the Dulles Corridor, bringing to $162 million the amount we’ve secured for this critical project over the past 4 years.

Congress also approved historic postal pension reform legislation earlier this year, a measure I helped author that will ensure that postal rates remain steady until at least 2006. That’s good news for businesses and families everywhere.

I want to take a moment to fill Chamber members in on an exciting issue the Government Reform Committee, which I chair, has focused on this year.

Federal agencies currently control more than 3.2 billion square feet of property assets, valued at roughly $328 billion, much of it owned and maintained by the General Services Administration (GSA). Many of these buildings are functionally obsolete, or in various stages of deterioration. Many are environmentally unhealthy and cannot support 21st century technology.

GSA estimates that upkeep of unused government property costs the taxpayers billions of dollars each year. For example, the Department of Defense spends $3 to $4 billion annually for maintenance of unneeded facilities, the Department of Energy is spending over $70 million each year for excess property, and the Department of Veterans Affairs spends $35 million to maintain vacant – yes, vacant – properties.

Holding such properties creates a drain on federal finances and effectively takes real estate off the market that might otherwise be gainfully used by the private sector. Under current law, the federal government faces severe restrictions from leasing any of this unused surplus property to the private sector. Furthermore, agencies lack the necessary incentives to sell these types of property to the private sector.

This directly impacts all taxpayers, and specifically harms private firms that could partner with the government to improve the way we use these properties – including many firms in the Chamber’s jurisdiction.
In July the House approved legislation I introduced along with Rep. Pete Sessions (R-TX) that represents the most sweeping attempt at effective federal property management reform in 50 years. It provides the federal government with management tools, such as public-private partnerships, to help it effectively manage its vast portfolio.

Decaying federal properties have been eyesores in communities across the country for decades, as outdated laws have failed to give the federal government the appropriate tools to properly maintain these buildings. Worse, upkeep of these eyesores is costing the taxpayers money, and that has to change. With this bill we’re seeking to stem the tide of deterioration of federal buildings and the subsequent waste of taxpayer dollars. We can't just throw more money at the problem. We also have to give federal agencies new incentives to dispose of unneeded properties and extend their authority to enter into partnerships with the private sector.

The Federal Property Asset Management Reform Act of 2003 reforms the 50-year-old property law that currently oversees the government’s real property inventories. It stipulates that federal asset managers must maintain an accurate accounting of federal properties under their management. Should these properties be unused, the federal asset manager is permitted to make them available for lease to private entities as long as other government entities have first had a chance to claim the properties for their own purposes. The private sector entities will contribute the capital for renovation projects.

The government benefits from this approach by retaining an interest in the property, sharing in the profits generated, and receiving a preferential option to lease modernized space – all at no cost or liability to the government. Financial liabilities will be turned into modern facilities that more efficiently serve the changing role of federal agencies. In turn, the private sector will benefit through participation in real estate projects where strong market demand from both public and private users is accommodated by the improvement of well-located, under-performing government property.

This reform legislation has a simple goal: give agencies the freedom to effectively manage their property assets, and in turn liberate taxpayers, including my constituents in Northern Virginia, from the waste and excess currently plaguing government property management. Challenges to governmental efficiency require a new approach to federal real property management. Unused property owned by the government is creating a drain on federal funds due to maintenance and upkeep costs. With this legislation, we have an opportunity to turn this drain into a revenue source.

Join the Fun at the Cops and Kids Fun Run on September 27

The Vienna Police Department’s annual Cops and Kids Fun Run is scheduled for September 27, 2003, at 10:00 a.m. The VTRCC has sponsored this event since it began ten years ago. Through this event, the Vienna Police Department hopes to gain rapport with area children and encourage them to find alternatives to using drugs.

Think about becoming a sponsor for this event. Sponsorship can be in the form of "in kind donations" or monetary donations. For example, Papa John’s donated 40-50 pizzas in the past. Ray’s Auto Body provides the flatbed tow truck that the Vienna Police Department uses as a stage. The Vienna Inn donates part of the fund earned in a golf tournament each year. Each sponsor's logo is printed on the back of the run t-shirts. To make a donation, please call Officer Palmore before September 5, 2003.

Wanted: Volunteers Interested In Protecting Children from Crime & Violence / Volunteers Interested in Joining the Homeland Security Effort / Bilingual Volunteers (Spanish/English)

In 2002, Congress provided funding so that 15,000 adult volunteers could receive a complimentary Homeland Security Youth Mentoring Program Kit to implement an award- winning crime prevention program. Adult Volunteers can register online at www.goodknight.org to receive their kit. This program empowers Youth Mentors to become Knights Champions on a quest to protect others. Through the multicultural knighthood theme, youth are inspired to help others through community service and acts of goodness. The traditional understanding of "stranger" is redefined. Youth learn how to define strangers by recognizing suspicious behavior patterns. These Youth Mentors then go out into their community and teach others how to stay safe as well.

The Homeland Security Youth Mentoring Program Kits are perfect for schools, after school programs, scout troops, teams, law enforcement, faith-based organizations and others interested in preventing crime and violence in their community. Bilingual materials are also available.

The 33rd Annual International Children's Festival will be held September

Stratford University President Dr. Richard Shurtz and co-host of the radio program Tech Talk, welcomed Dr. Fawzi Al-Naima via satellite phone during the July 19 Tech Talk show. Dr. Al-Naima, Dean of the College of Engineering at Al-Nahrain University in Baghdad, spoke about the conditions in the Iraqi capital city and potential endeavors between Al-Nahrain and Stratford University. Al-Nahrain University was formerly named Saddam University. Students continued to attend classes in private homes during the Iraq War. Much of their laboratory equipment was stolen immediately after the war by looters. According to Al-Naima, they desperately need equipment to continue their studies and the Iraqi university is ready to accept such sponsorship from any American company. Fairfax County Park Authority - Maintenance work has begun at the Department of Public Works dry pond located in Hidden Pond Park at 8511 Greeley Blvd. in Springfield. Completion of this project, funded by the 1998 Bond program, is scheduled for October 2003. Improvements are being made at Rachel Carson Middle School, located at 13618 McLearen Road in Herndon. The contractor, Dalton Electric Service Incorporated, is moving onsite to install athletic field lighting on a 200-foot field for girls softball. Completion is scheduled for mid-September. This project contract value is approximately $63,000 and is also funded through the 1998 Bond program. The National Collaborative for Postsecondary Education Policy has selected Virginia as one of four participants in a long-term strategic planning project. The Collaborative is a joint project of the National Center for Public Policy and Higher Education (NCPPHE), the National Center for Higher Education Management Systems (NCHEMS) and the Educational Commission for the States (ECS). The National Collaborative project is intended to identify and solidify support for public policies that can improve the performance of higher education in the state. "Doing Business in Fairfax County"- The Fairfax County Economic Development Authority (FCEDA), in partnership with the Virginia Department of Business Assistance and the U.S. Small Business Administration, will conduct a workshop for those interested in starting a business in Fairfax County. Highlights of the workshop will include start up information (licenses and permits), Virginia Department of Business Assistance workforce service programs and training information, and an overview of the U.S. Small Business Administration’s resources (financing and certification). The American Legion Post 180 has served Vienna since 1939, participating in community building events such as the Halloween Parade, Viva Vienna, and Fourth of July Celebrations. They hang the flags that appear on Maple Avenue on holidays and offer flag education programs in the Vienna schools. Post 180 is constructing a hall that will be used for weddings, parties, and meetings. It will have a formal atmosphere with it’s own entrance and will be available to many community members. You are invited to participate in community building by supporting the American Legion by making a tax-deductible contribution in support of their construction project and the programs they offer. Vienna Parks and Recreation Department

  • Vienna's Community Enhancement Commission recognizes town residents and businesses for their beautification projects. The latest “Beauty Spot” award goes to: Vienna Shopping Center, 100 block of Maple Ave., W., for making the parking area in front of the businesses appealing and inviting through the use of attractive cascading flower arrangements.   • The Vienna Parks and Recreation Department's fall co-ed softball league for ages 18 and up begins September 8. Games will be played on weeknights at Vienna's Southside Park. The registration fee of $350 per team includes 10 regular season double-header games, a post-season tournament, umpire fees, softballs, and awards.   • An open house for parents will be held on Wednesday, September 10, from 6 to 7 p.m. at Club Phoenix Teen Center, located in the Vienna Community Center (120 Cherry St., S.E.). The purpose of the open house is to give teen center parents an opportunity to view the facility, share information, meet the staff, complete the required registration form, and discuss issues or concerns.
