Dear Members,
On behalf of the
Board of Directors for the Vienna-Tysons Regional Chamber of Commerce,
I would like to thank our members for their continued support. We would
like to extend warm holiday greetings to all of our friends and extended
family. Have a safe holiday season.
The VTRCC will host
our annual Holiday Luncheon (sponsored by Goodman & Company)
on Thursday, December 11 at the Tysons Corner Marriott.
The Madison High School Madrigals will sing some holiday
music for our enjoyment. As an added bonus for those members that attend,

Annual Vienna Halloween Parade
The 57th annual Halloween
Parade more than made up for last year’s cancelled parade. The
overcast morning cleared just in time for the parade. In honor of the
100th anniversary of the Vienna Volunteer Fire Department,
this year’s parade theme was “Celebrating Our Volunteers.”
Many thanks to the Grand Marshals: former VVFD Chiefs Bill Ellis, Scotty
Allensworth and Charles Singleton, and current Chief Don Burns. The
Firefighters’ Emerald Society Pipe Band and 10 antique fire trucks
from the Old Dominion Historical Fire Society were highlights of the
parade.

A “Town
Hall” meeting will be held at Green Hedges School, 415
Windover Avenue, in Vienna, Virginia on December 10, 2003 at 7 p.m.
to discuss how global interdependence demands new solutions if we want
to leave our children a better world. Long-time Vienna residents and
local businessmen, Bob McCormick and Joe Merenda, will lead the open
forum discussion. The meeting is hosted by the Global Plan Initiative,
a non-affiliated, grassroots organization dedicated to raising public
awareness of the need for a long-term global plan for all humanity.

“Doing
Business in Fairfax County” The Fairfax County Economic
Development Authority (FCEDA), in partnership with the Virginia Department
of Business Assistance and the U.S. Small Business Administration, conducts
monthly workshops for people interested in starting a business in Fairfax
County. Highlights of the workshops include start up information (licenses
and permits), Virginia Department of Business Assistance workforce service
programs and training information, and an overview of the U.S. Small
Business Administration’s resources (financing and certification).
The workshops will be held the first Tuesday of each month. There is
no cost to attend the workshops however pre-registration is required.

The Vienna
Police Department –
-
Vienna Chief of Police Bob Carlisle has announced the arrest
of three juveniles in connection with two dozen thefts in
the southwest quadrant of town. The crimes occurred on October 15.
A number of vehicles were entered and many items taken, including
cash, cell phones, phone chargers and other valuables. The same area
has been the target of numerous thefts and vandalisms over the last
few months. The investigation by Master Police Officer Virginia Palmore
and Detective Tina Brook led to the three juvenile suspects. A search
of their homes produced the stolen items, and they were charged with
a total of 24 criminal offenses. The Vienna Police ask that all residents
be alert for suspicious activity in their neighborhoods and report
it immediately to the police at 703-255-6366.

The Vienna Police Department is participating in “Santa’s
Ride for Children” to benefit children who are hospitalized
or in need. The ride is sponsored by the Fairfax County Police Department’s
Motor Squad and also includes participants from the County Sheriff’s
Department and the Virginia State Police. Vienna residents can support
this program by bringing donations of new toys, games, books and other
gifts to the Vienna Police Department, 215 Center St., S., no later
than 10 a.m. Tuesday, December 16. Shortly after 10 a.m., Santa is
scheduled to arrive in Vienna, escorted by his squad of motorcycle
elves, to pick up the donations for delivery to children at Fairfax
Hospital and to other kids in the community who might otherwise not
have a cheerful holiday.

Parks and Recreation Department –

The Vienna Parks and Recreation Department will sponsor a trip to
Hershey Park on Saturday, December 20. A charter bus will leave at
noon from the Vienna Community Center, 120 Cherry St., S.E., and return
around 10 p.m. See the holiday lights on Candy Lane and more than
600 animated displays on the drive-thru Sweet Lights display. The
cost of $42 for Town of Vienna residents and $52 for out-of-town participants
includes transportation and admission to all rides and three holiday

Vienna Parks and Recreation Department will sponsor a trip to Constitution
Hall to enjoy a holiday concert by the U.S. Army Band with guest artist
Lou Rawls on Sunday, December 14. A charter bus will leave at 1:30
p.m. from the Vienna Community Center, 120 Cherry St., S.E., and return
at 6 p.m. Tickets are free of charge; transportation is $10 for Town
of Vienna residents and $15 for out-of-town participants. For more

A “Movie Star Night” dance for Vienna area middle school
students will be held on Friday, December 19, from 6 to 10 p.m. at
Club Phoenix Teen Center, located in the Vienna Community Center,
120 Cherry St., S.E. Come dressed as your favorite movie star. The
$5 admission includes DJ, refreshments, games and a caricature artist.
Club Phoenix features a big screen TV, VCR, jukebox, CD player, video
games, pool and ping pong tables, food area, and a state-of-the-art

U.S. Small
Business Administration (SBA) –

Entrepreneurs
project modest startup costs for most new ventures, according
to a study released by the Office of Advocacy. Solo entrepreneurs
expect median startup costs of $6,000, while the median cost expected
by team ventures is $20,000. More than 80 percent of the entrepreneurs
studied expected to cover their startup costs without bank loans,
although on average they had saved only $2,000 towards that goal.
The study also showed that optimism about their business potential
underlies the entrepreneurs’ activities. On average, solo entrepreneurs
believe they will have business income of $90,000 in the fifth year
of their venture, while team ventures expect an income of $125,000
in the fifth year. The higher team venture projected income makes
it more likely that such ventures will result in new job generation.

Small
businesses with essential employees called to active duty may still
apply for Military Reservist Economic Injury Disaster Loans
from the U.S. Small Business Administration. For the last
two years, the MREIDL program has provided loans to eligible small
businesses to cover operating costs that cannot be met due to the
loss of a key employee called to active duty in the reserves or National
Guard. Small businesses may apply for MREIDLs of up to $1.5 million
if they have been financially impacted by the loss of an essential
employee. These working capital loans may be used to pay necessary
operating expenses that could have otherwise been covered. The current
interest rate is 3.1 percent, with a maximum term of 30 years. The
SBA determines the amount of economic injury, the term of each loan
and the payment amount based on the borrower’s financial circumstances.
The MREIDL filing period ends 90 days after the date the business
owner or key employee is discharged from active duty. To download

can also contact one of the four SBA disaster area offices to obtain

The
U.S. Small Business Administration has increased its revenue-based
size standard for small businesses in the facilities support
services industry from $6 million in average annual receipts to $30
million. The new size standard will allow more companies to qualify
for small business assistance and compete as a small business for
federal contracts. Under the new rule, the sub-category of base maintenance
will also increase from $23 million to $30 million. The change was
the result of numerous requests from small businesses in the facilities
support services industry. For additional information on the new size

In recognition of the small business community’s contribution
to the American economy and society, the President of the United States
designates one week each year as National Small Business Week.
Leading up to that week, the U.S. Small Business Administration, in
co-sponsorship with public- and private sector small business supporters,
will host special events to honor and present awards to the nation’s
entrepreneurs and small business advocates at the SBA-district, state
and national levels. The awards will be presented at the U.S. Small
Business Administration’s SBA Expo -- Celebrating National Small
Business Week 2004. You may not nominate an individual for more than
one award category. Nominations must be received by December 5, 2003.
The State Small Business Persons of the Year will be announced on

Sully Historic Site will hold holiday concerts with The Ship’s
Company Chanteymen on Monday, December 29, at 2 and 3 p.m., and the
Celtic group IONA on Tuesday, December 30, at 1, 2 and 3 p.m. Experience
the powerful vocals, compelling flute, whistle and unique harp as
they bring you the music of Ireland, Scotland, Wales, Cornwall and
France. Refreshments will be served in the original 18th century kitchen.
All concerts include a house tour. Seating is limited and prepaid

Candlelight
tours of the house and grounds at Sully Historic Site will take place
on Friday and Saturday evenings, December 12 and 13. Tours are given
at timed intervals beginning at 6 p.m. on Friday and 4:30 p.m. on
Saturday with the last tour both nights at 8:15 p.m. Meet Sully’s
own St. Nicholas and receive a holiday treat. Join in the caroling
and warm up by the fire while enjoying hot cider and cookies. The
cost is $7 for adults, $5 for seniors and children. Reservations required.

County Park Authority facility, is located on Sully Road in Chantilly.

and the opening of the new Air and Space Museum Parkway interchange,

In October, Sue
MacReynolds, Executive Coach, received her Professional Certified
Coach (PCC) designation from the International Coach Federation (ICF)
in Washington, DC. The PCC is awarded to candidates who have completed
an approved coaching training program, completed over 750 hours of coaching
with individuals or groups, and demonstrates the core coaching skills
and ethical guidelines set out by the ICF. Sue received her coaching
training from The Coaches Training Institute (CTI). She coaches individuals
in the DC area and around the country to achieve success within organizations,
making significant career transitions, and achieving work/life balance.
She is on the faculty of Columbia University’s Senior Executive
Program as a Leadership Coach, and Georgetown University's Leadership
Coaching Certificate Program.

The Town
of Vienna received the Distinguished Budget Presentation Award
from the Government Finance Officers Association of the United States
and Canada for the 10th consecutive year. This award, for the fiscal
year 2003-2004 budget, is the highest form of recognition for governmental
budgeting. Nancy E. Novak, Vienna's Director of Administrative Services,
received a Certificate of Recognition for Budget Presentation as the
individual primarily responsible for achieving the award. Copies of

Join the Comfort
Inn - University Center in their “Toys for Tots”
Campaign! The U.S. Marine Corps Reserves have been sponsoring “Toys
for Tots” since 1947. From 1947 to 2002, the Marines have distributed
more than 298 million toys to more than 145 million needy children in
the United States. You can help by bringing a new, non-violent, unwrapped
toy to the Comfort Inn, located at 11180 Main Street (at the corner
of Route 50 and Jermantown Road) in the City of Fairfax. The Comfort
Inn is sponsoring two special collection days: Tuesday, December 9,
11 a.m.-6 p.m. and Tuesday, December 16, from 11 a.m.-6 p.m. Cookies

The Business
Development Committee

The Business Development Committee met on October 23, 2003. Nearly all
the members, as well as President Gary Powers and Chairman Bob Stemetzki,
attended this meeting.
Gary Powers and
committee chair Joan Fletcher reported that the Board of Directors has
just approved an exciting offering for new businesses opening their
locations in the Vienna – Oakton – Tysons Corner area: a
free ribbon-cutting ceremony! The Chamber staff members will contact
new businesses as their names become available to offer this new service.
If you would like to take advantage of this service for your grand opening,
call the Chamber office.
Committee member
Roy Baldwin reported that the first in a series of coffees for Town
business people will be held in Vienna Town Hall soon. The purpose of
the first such coffee will be to inform business people about the upcoming
Town Retail Guide, which will be patterned after the well-received Town
Dining Guide.
Committee member
Pete White reported that the Technology Subcommittee held its first
meeting on October 21st at Jammin’ Java. The
members will soon decide whether to take action on various ideas, including
a help desk for Chamber members, workshops for non-techie Chamber members,
and tech support for the Chamber. The sub-committee will meet again
in a couple of weeks, and would welcome new members with techie expertise.

for a light breakfast meeting on the fourth Thursday of every month
