Plan to Attend Chamber of Commerce Day in Richmond on January 21, 2004

Chamber of Commerce members from all over the State of Virginia are invited to visit their state representatives on January 21, 2004 for Chamber of Commerce Day in Richmond.

We hope to have a large contingent of Vienna/Tysons Chamber members to join us on the 21st. We have several newly-elected legislators from the Vienna area, namely, Delegate Steve Shannon, and our State Senator Jeannemarie Devolites. It would nice to give them a warm welcome from our Chamber and let them know that we are supportive of their efforts.

The schedule of events is as follows:

  • Meet with delegate(s) & senator(s)/attend a committee meeting (General Assembly Building, 9th & Broad/State Capitol)
  • 10:00 a.m. – check in, directions/briefings for the day (House Room 4, first floor, State Capitol)
  • 10:30 a.m. – visit with elected official; 11:00 a.m. – visit with elected official (House Room 4, first floor, State Capitol)
  • 12:00 noon – recognition by the House/Senate from the gallery (State Capitol)
  • 12:30 p.m. – group lunch/watch House floor session
  • 2:00 p.m. – visit with elected official (House Room 4, first floor, State Capitol)
  • 3:00 p.m. – continue legislator visits/attend a committee meeting (General Assembly Building (9th & Broad)/State Capitol)
  • 3:30 p.m. – Virginia Chamber annual meeting and legislative update (Richmond Marriott, 5th & Broad)

If we have a number of Chamber members that wish to attend, there is a possibility of renting a van or bus to transport us to and from Richmond. More information will be forthcoming from the Chamber office.

Dear Members:

On behalf of the VTRCC Board of Directors and staff, I would like to wish you a happy and prosperous New Year. As 2004 begins, we are renewing our pledge to help you build your businesses. We are constantly growing our member benefits, but we need your participation and your feedback to determine how our programs are working for you.

The Chamber currently has a number of offerings to help with networking (lunches, mixers, tip groups); business-to-business promotion (PREMO program, ribbon cuttings); and publicity (the Enterprise, VTRCC.org, our directory). We also have Committees dedicated to helping our members through legislative action, community involvement, and affiliations with nonprofits and schools.

Our newest member benefit is the Chamber 101 program, a short pre-mixer discussion aimed towards helping members to make the most of their membership. Chamber 101 is open to both new and existing members. The next Chamber 101 will be held at 4:30 p.m. on January 22 at Premier Wine Cellars (before the mixer).

Speaking of member benefits, the new VTRCC directory has arrived! More than 6000 copies will be distributed to businesses and residents in the Vienna-Tysons area so they can easily locate and patronize Chamber businesses. Pick up your copy at any Chamber event or the office.

Health Fair

It’s not too early to start thinking about the VTRCC Annual Health Fair! The VTRCC Health Fair will be held during Viva Vienna on Memorial Day weekend 2004. Hours: Saturday, 10 a.m.-4 p.m., Sunday 10 a.m.- 4 p.m. and Monday 10 a.m. – 2 p.m. The booth fee for VTRCC members is $100 if you register before February 1 and $115 afterwards. This is a $50 saving off the regular registration fee. For additional information, call Gary at the Chamber office.


Herndon Town Council Vetoes Special Transit Tax District -- Dulles Metrorial Financing Plan Derailed

On Tuesday, December 2, the financing plan for the $3.4 billion Dulles rail project collapsed when the Herndon Town Council vetoed by a 6 to 0 vote, a special transit tax district, derailing the campaign to build the 23-mile Metrorail. To generate Fairfax County’s share of the cost, a transit tax district would have imposed a 20 percent real estate increase on commercial properties along the train route. However, the Town Council’s rejection of the tax district in Herndon, has effectively killed the tax district across the county and leaves a $540 million shortfall in the financing scheme designed by state and local leaders. The tax district was drafted and mapped by a private group of 34 landowners, known as LEADER (Landowners Economic Alliance for the Dulles Extension of Rail), who paid $30,000 apiece for their membership. Under their plan, property owners would have faced a real estate tax hike of about 22 cents extra per $100 of property value during the first phase of the project, which would take the rail line from Metro’s Orange Line near the West Falls Church stop, through Tysons Corner and then along the Dulles Airport Access Road median to Wiehle Avenue in Reston. A second phase of the project would run from the Wiehle Avenue station to beyond Dulles International Airport into Loudon County. Opposition from the western end of the district, mainly in Herndon and Reston, had arisen from property owners and residents who feared that they might be required to pay for a train system that would never reach them. Jack Herrity, former chairman, county Board of Supervisors, believes that with the proposed tax district “businesses in the Herndon-Reston area will be required to pay for a project that serves primarily the Tysons Corner developers and provides virtually no benefits to the portion of the proposed tax district west of Wiehle Avenue.” Without Fairfax County’s share, the long-sought project, which would link Tysons Corner and Dulles International Airport to Metro’s rail system, cannot move forward.

Vienna Merchants Invited to Kickoff of Retail Guide

The Vienna Town/Business Liaison Committee will host a coffee to introduce its new retail shopping guide on Wednesday, January 14, from 7:30 to 9:30 a.m. at Vienna Town Hall, 127 Center St., S. All retail business owners and managers within the Town of Vienna are invited to attend the coffee and list their businesses in the guide. The Vienna Jaycees presented a check for $3,250 to the Vienna Volunteer Fire Department on Monday, December 8, 2003. The Vienna Jaycees raised the money for the Volunteer Fire Department through the Vienna Jaycees 5K Turkey Trot, which was held on November 16, 2003. The Vienna Jaycees is an organization of men and women ages 21-39 who want to be a part of their local community while having fun with like-minded individuals. It is committed to developing the best future for individuals and our community. The Jaycees believes in leadership training through community service, and its members work with local government leadership to complete a variety of service projects and raise funds to send local handicapped children to camp.

“Doing Business in Fairfax County” -- The Fairfax County Economic Development Authority (FCEDA), in partnership with the Virginia Department of Business Assistance and the U.S. Small Business Administration, conducts monthly workshops for people interested in starting a business in Fairfax County. Highlights of the workshops include start up information (licenses and permits), Virginia Department of Business Assistance workforce service programs and training information, and an overview of the U.S. Small Business Administration’s resources (financing and certification). The workshops will be held the first Tuesday of each month. There is no cost to attend the workshops however pre-registration is required. The next workshop is scheduled for Tuesday, January 6th, 7:30 a.m.– 9:30 a.m.

The Town of Vienna

  • On December 1, the Vienna Town Council approved an increase in the asset cap for tax relief for elderly and disabled town residents from $160,000 to $190,000 effective for the 2003 tax year. The increase makes the Town’s tax relief asset cap the same as Fairfax County’s. Both the Town of Vienna and Fairfax County offer real estate tax relief for low-income homeowners who are 65 years old and over, or permanently and totally disabled.   • “Kids Night Out” will be held on Friday, January 9, from 6 to 9 p.m. at the Vienna Community Center, 120 Cherry St., S.E. Kids ages 5–10 can enjoy an evening of pizza, crafts and a movie. Goodman & Company has hired Nancy V. Whipp, as a manager. Ms. Whipp brings over ten years of accounting experience to Goodman & Company, with six of those years devoted to being a controller for a financial services company, and four of them as an audit supervisor in the public accounting industry. U.S. Small Business Administration (SBA)

  • A recently launched new web tool from Office of Advocacy offers a wealth of information on current state laws, proposed legislation, statistics, information and much more. The new web tool, located at www.sba.gov/advo/laws/law_modeleg.html, is the latest step in Advocacy’s promotion of small business friendly regulatory policy at the state level. The legislation, modeled after the federal Regulatory Flexibility Act (RFA), would require state agencies to consider their impact on small business before imposing regulatory mandates. By listening to small businesses, state agencies can ensure that small business resources that would have been spent on overly burdensome new regulations are instead available for hiring new employees and making new investments. At the same time, agencies still meet their regulatory goals such as higher environmental quality, greater travel safety, better workplace conditions, and increased family financial security.   • The Federal Trade Commission has charged a purported Web cramming operation with billing small business owners for “free” Internet services, failing to disclose terms of the sales agreements and billing some companies that had turned down the offer. Objections by the U.S. Small Business Administration to the use of its trademark by the company and complaints from consumers prompted the FTC investigation. The FTC alleged that Epixtar Corporation and its subsidiaries – including one named SBA Online Inc. – violated federal law by deceptively marketing a free trial of Internet services, and then unfairly billing consumers’ telephone accounts without their express informed consent, and without their knowledge. The FTC complaint names Epixtar Corp., Liberty Online Services Inc., National Online Services Inc., B2B Advantage Inc. (formerly known as SBA Online Inc.), and William Douglas Rhodes, president of the companies. The companies are based in Miami, Florida. Cramming refers to the practice of billing businesses for services that were never authorized and have little value. The bogus charges usually appear on businesses’ telephone bills. The SBA had warned small businesses across the country in March about a company calling itself “SBA Online” after receiving a number of complaints. The Web site operated by the company is unrelated in any way to the Web site operated by the SBA at www.sbaonline.sba.gov. At the FTC’s request, the U.S. District Court for the Southern District of New York has entered a temporary restraining order prohibiting the defendants from making any further misrepresentations and freezing their assets. Virginia Chamber of Commerce – On November 24 Governor Warner released his long-awaited plan to restructure Virginia’s tax code and in the process raise about $500 million more for the General Fund in each of the next two budget years. The key elements include an increase in the sales tax to 5.5 percent, a reduction in the sales tax on food, a change in the income tax that lowers the burden on most families but creates a new top bracket at $100,000, continued reduction in the car tax, a compromise proposal on the estate tax and a major increase in the cigarette tax. Details of the plan are not yet available and many implications won’t be known until the Governor releases his proposed budget on December 17.

Virginia Corps was established in September of 2002 by Governor Mark Warner to enlist Virginia citizens in volunteer and community service. As the Governor said at its inception, Virginia Corps “is a sustained partnership between the Commonwealth, localities and the volunteer and service community.” Virginia Corps is designed to make it easier for Virginians to link with the volunteer service of their choice. The focus at Virginia Corps is to encourage and increase participation in emergency preparedness and security efforts. This is implemented primarily through a program called Citizen Corps, which includes but is not limited to Community Emergency Response Teams (CERTs), Neighborhood Watch, Volunteers in Police Service, and Medical Reserve Corps. Virginia Corps also serves as a catalyst to increase volunteerism and community service in general through cooperation with Virginia’s Commission on National and Community Service, which also promotes and supports civic engagement in the Commonwealth. The Commission oversees programs such as AmeriCorps, Senior Corps, VISTA, Learn and Serve America, and others. To increase access to Virginia Corps, we have developed several resources that promote the program and can be used to reach out to more Virginians, including: a Web site, www.virginiacorps.org; a blurb about Virginia Corps and link to the Web site to add to your webpage; a toll free number: 1-866-239-4868; a printed flyer for distribution at meetings or conferences; we will also work with you to find speakers upon request for your meetings and conferences. The Business Incubation Center, a new program of the Community Business Partnership (CBP) will open February 2, 2004 at 7001 Loisdale Road, 2nd Floor, Springfield, Virginia 22150. The center offers office space to those who have outgrown their home office, but aren’t ready for commercial space. For $650 a month, members receive office space, access to the advice of business professionals, discounts on educational programs, state-of-the-art telecommunications and computer equipment, access to training and meeting space and networking opportunities. The Center will house other CBP programs including: Women’s Business Center of Northern Virginia, South Fairfax Small Business Development Center, Business Finance Center and Hispanic Entrepreneur Center. The Fairfax County Park Authority

  • Lake Fairfax Park in Reston will be keeping the campgrounds open year round, weather permitting. This is the first time since the early 1990’s that residents and visitors can take advantage of this opportunity. Campgrounds are also a great place for out of town friends and relatives to camp over the holidays. Lake Fairfax Park has 136 campsites (70 with electrical hookups, 15 and 30 amp) a bathhouse with sinks, showers and toilets, a dump station, public phones, a camp store, picnic tables and grills. The park has a picturesque 18-acre lake and wonderful trails to enjoy. Visitors should contact staff to determine the opening or closure of other on-site amenities. Recreational vehicles are $18 per night/30 amp electric and tents are $15 per night/non electric, non-prime season maximum stay is 14 days. Lake Fairfax Park can be reached by taking Beltway Exit 47A which is Route 7/ Leesburg Pike west to a left on Baron Cameron Avenue to the second left on Lake Fairfax Drive.
  • Historic Green Spring, a significant portion of Green Spring Gardens Park in Alexandria, has been placed on the National Register of Historic Places according to an announcement by the National Park Service, which administers the nationwide program. Green Spring, a Fairfax County Park Authority facility, offers public demonstration gardens, as well as a greenhouse and newly-expanded horticulture center, plus a c. 1780 brick house and a wooded stream valley with ponds. The National Register of Historic Places is the nation’s official list of cultural resources worthy of preservation. Green Spring Gardens Park is located at 4603 Green Spring Road in Alexandria, VA.   • As of Monday, October 27, 2003, Burke Lake Golf Course expanded its Monday afternoon special greens fee to include Wednesday afternoons after 2:30 p.m. Now golfers can get the same reduced rate of $8 for nine holes, $11 for 18 holes, two afternoons a week.   • The Fairfax County Park Authority facility is seeking a variety of individuals for a wide array of volunteer opportunities Hidden Oaks Nature Center in Annandale, Virginia. Volunteers-on-duty are needed to work at the front desk greeting visitors and orienting them to the park, responding to questions, registering people for programs and answering the phone. Program leaders are needed to help with children’s programming by leading activities, guiding trail walks and assisting with program planning. Senior animal caretakers are also needed to care for the live animals such as reptiles, amphibians and fish on display at the nature center. This includes conducting health assessments, maintaining care records and performing routine medical treatments. No experience is necessary and all training is provided. Dominion Virginia Power Targets Energy Choice to Northern Virginia, Northern Neck Customers

RICHMOND, Va. – Dominion Virginia Power customers in Northern Virginia and the Northern Neck will receive letters this week encouraging them to sign up for a new competitive bid pilot program approved by the State Corporation Commission with an opportunity to save money on electric bills.

Customers can also volunteer by visiting www.dom.com or by calling 1-888-667-3000 and, with account numbers in hand, following the voice response prompts.

“This is an innovative opportunity for our customers to become more involved in the competitive electricity market in Virginia and have a choice in who provides their electricity,” said Jay L. Johnson, president and chief executive officer. “I encourage customers to sign up for this pilot program. For those who choose another provider, Dominion will still be there to deliver the electricity for you.”

Volunteering for the competitive bid pilot, which is for residential and certain small businesses, began formally Nov. 17. Customers will be selected by late January 2004 and placed in a “buying group” with about 14,000 other customers in their geographic area. The State Corporation Commission will oversee a competitive bid process to select the lowest cost supplier to provide electricity to each group. The pilot will continue until July 1, 2007, when capped rates expire.

Regardless of which company supplies a participant’s electricity, Dominion will deliver it to the customer and maintain wires, poles and equipment. Any time during the pilot customers can return to Dominion for electricity supply service at their current rate, which is capped until July 1, 2007. Dominion expects the program to provide valuable experience for customers, suppliers, utilities and regulators as Virginia continues to develop a competitive electricity marketplace.
