Message from the Chairman

Spring is surely just around the corner and renewal is the theme of the beautiful warm days ahead. It’s very fitting that at this time of year the Chamber undertakes our annual membership drive. Why should you become a member or renew your membership in the Chamber?

It’s important to review the benefits of membership. Networking opportunities through your Chamber connections are an important means of marketing and advertising your business. Educational opportunities abound—drawing on the expertise of notable speakers at our luncheons and other chamber members in small group meetings. Good times are part of the package also, at our many social events throughout the year. And Chamber members’ voices are collectively heard by governmental entities throughout the region. For the buck, your membership dollars buys a great deal with the Vienna-Tysons Regional Chamber of Commerce.

A lot of people work hard to give you value. But we always need more help with our committees and events. When you renew, consider what value you can add to the VTRCC. Volunteer and get involved.

Our membership drive begins March 1st and concludes with our annual “Sip and Sample” wine tasting on April 28. If you’re a prospective member, don’t delay– joining our Chamber now will mean your first annual dues payment will cover the next 18 months.

Chamber Stars

Calling all members! Our next group of Chamber Stars goes on their book-buying trip to Borders on March 26th and we need your continued financial support! The sixteen honored students are from Madison, Marshall and Oakton High Schools; Thoreau and Kilmer Middle Schools; and fourth, fifth and sixth grade students from Flint Hill, Louise Archer and Marshall Roads Elementary Schools. These very special young people have been selected by their teachers for outstanding citizenship, academic improvement, special achievement, community involvement or self-improvement. Their book selections are on many different topics such as art, history, current events, geography, black culture, fashion, presidents and sports figures. The books will be donated to the schools’ libraries.

A diverse group of individuals, the students represent many different backgrounds. Some are quiet and shy at being honored and have little to say while others talk about the book they want and their plans for the future. One student shared with me that he plans to major in film studies and that he aspires to be a famous film director. He is a civil war survivor who is now living the American dream.

The Chamber Stars program is a joint venture between the students and our Chamber members. Each student and business sponsor will have their names on a bookplate in one of the library books. To meet our financial goal we will need your help. Please consider donating $25 to sponsor one of our Chamber Stars. Build Your Network in Our Annual Membership Drive

Current Vienna-Tysons Chamber members are needed to help recruit new members during our 2004-2005 Membership Drive, running March 1-April 28, 2004. All new Chamber members who join during the drive will receive fifteen months for the price of twelve (membership until June 2005). The contest will end and the winner will be announced at the April 28 Sip & Sample at SunTrust Bank.

Chamber Members Visit State Government Leaders in Richmond

On January 21st, a contingent of our Chamber members visited with our state legislators on "Chamber Day". We had the opportunity to meet and personally converse with Delegates Steve Shannon, Chap Peterson, Vincent Callahan and the Speaker of the House, Bill Howell. I am pleased to report that Delegate Howell has consented to address our Chamber later this year.

Later in the day, Governor Warner spoke to statewide Chamber of Commerce attendees with reference to the fiscal difficulties that the State of Virginia faces. He further explained how his pending tax bill would help remedy the State's budget problems.

Our Chamber's Government Committee is planning to have several of our local legislators attend a future breakfast meeting to apprise us of what occurred during the current session that may affect us as individuals or as business people. The breakfast would be held sometime in late April. More details will be forthcoming once a date has been established and the legislators respond to our invitation.

We encourage any member who has not attended a legislative session before to plan join us next year on Chamber Day. It is a very rewarding experience to see our state representatives in session.

Getting Fairfax Moving: The Chairman’s Transportation Plan

Residents and businesses are attracted to Fairfax County for its good schools, its safe neighborhoods and its cultural and recreational activities. But to keep Fairfax County competitive and to maintain our quality of life, we must address the County’s traffic congestion. While transportation in Fairfax County is a state responsibility, the County must take action on behalf of its citizens to improve our transportation network. We must get Fairfax moving.

On February 9, the Board of Supervisors endorsed my Four Year Transportation Plan. This plan will jump start transportation projects across the County using a combination of bond money and leveraging state and federal dollars, and will go towards improving transit service and pedestrian connections, unclogging bottlenecked intersections and widening key roads throughout the County. The centerpiece of this plan is $100 million in targeted transportation funding: a combination of $50 million in anticipated federal and state transportation money and $50 million in General Obligation bonds. The $50 million in General obligation bonds would be added to the County’s $115 million transportation bond to go before the voters in November, 2004, and the state and federal funds are a combination of anticipated Regional Surface Transportation Projects (RSTP) and Congestion Mitigation and Air Quality (CMAQ) funds.

The plan has several components to attack traffic congestion and to give citizens greater mobility through greater transportation choices. Protecting the Business Community: Closing the Credit Card Theft Loophole

I would like to thank all of the Chamber members who attended our February 8 Town Hall Meeting at the Vienna Community Center. I was pleasantly surprised when there were over 150 residents, business owners and retirees, in addition to local elected officials, willing to give up a rare sunny Sunday afternoon to stay indoors and talk policy with me. Thank you!

I would like to update you on a bill I introduced at the request of our local business community and the Commonwealth Attorney’s Office to close the loophole in the state’s credit card theft statue. With the current wording of the statute, possession of two unauthorized credit cards is considered forgery, which qualifies as a class 5 felony and is punishable by a term of imprisonment of 1 to 10 years. House Bill 722 changes the charge to credit card theft, with a term of imprisonment of 1 to 20 years. The new, increased penalties will serve as a greater deterrent to would-be offenders, decrease the likelihood of repeat offenses, and provide stronger protection against credit card theft and identity theft to consumers and merchants. The House Courts of Justice Committee has incorporated the bill into an omnibus crime bill, House Bill 1053, where it has an excellent chance of becoming law. The revised statute could go into effect as early as July 1, 2005.

Northern Virginia Business and Technology Showcase

The Vienna-Tysons Regional Chamber of Commerce is pleased to announce its partnership with the Northern Virginia Business and Technology Showcase. The 2004 Showcase will be held Thursday, April 29th from 9:30am-4pm at the George Mason University Patriot Center.

Marshall Academy

  • Mock Interview Program: Marshall Academy students come from all over the county to take specialized electives with a focus on Career Development. One of the Academy’s goals is to have students learn or strengthen their skills and confidence in interview situations. The Mock Interview Program is designed to have industry professionals play the part of a potential employer, and the student as him/herself seeking employment. After the mock interview, industry professionals have the opportunity to provide meaningful feedback to the student. This valuable experience relies on the generous support of the local business community. If you would like to volunteer, your time and expertise would be greatly appreciated. Sessions will be held 7:30-8:45am and 9:30-10:45am on the following dates (on some dates, there will also be a 11:40am -1:15 p.m session).   • Model UN Conference: Marshall Academy students earned individual and delegation honors at the 41st annual North American Invitational Model UN Conference competition in Washington, D.C., sponsored by the Georgetown International Relations Association at Georgetown University. Junior Romy Abdel-Nabi and sophomore Alyssa Katz representing Kazakhstan won a Best Delegation (2nd place) award. Winning Honorable Mention honors were junior Melanie Quillen, and sophomores Bryan Henning, Brent Newman, Tishan Mahfuz. Also contributing to the success of the team were seniors Johanna Wheeler, Sylvie Reydams, Mike Gully, and Frank Bellamy; junior Santiago Pareja, sophomores Betty Chen, Sabrina Horvath, Howard O, Ciana Mickolus, Maya Renfro, and Roma Nandwani; and freshmen Dema al-Kakhan and Patrick Cieplak. The annual conference is widely regarded as the national championship for MUN and this year attracted over 2000 delegates from public and private schools throughout North America. Marshall was the only Fairfax County Public School to take awards at the conference, which was also attended by delegations from Langley, McLean and Falls Church High Schools.
  • Leadership Conference: On February 5, over 1,000 marketing students from Fairfax County gathered to compete at the annual DECA Leadership Conference at the Springfield Mall. Seventy Marshall Marketing Students were selected to represent our DECA chapter at the competition. Marshall students compete in District 11 (West Springfield, Edison, Hayfield, Lee, and Classroom on the Mall & GCM). The Marketing Competition encompassed 15 Competitive Role Play Events in total. Marshall is very proud to announce our winners: FIRST PLACE: Jason Campbell, Jael Diaz, Alena Golovchanko, Aria Kavyani, Lauren Kulez, Melissa McNabb, Shaw Miseyko, Kelly Wienchek, and the team of Samantha Belcher & Colleen Gallagher; SECOND PLACE: Beth Ackerman, Lauren Byrne, Gisella Copella, Jackie Gellner, Peter Geoghan, Kevin Gold, Holly Grant, Arjun Raman, and Casey Williams; THIRD PLACE: Sam Cable, Andrew Campos, Cesar Casanova, Rick Haney, Melissa Menke, Michelle Parkhurst, and the Team of Tammy Carlson & Sara Pak.   • Drama Department: Please take time to enjoy, recognize and congratulate the Drama Department; Mark Krikstan and all the student actors and technical crew for a stunning performance at the Liberty District Theatre Competition. "A Dybyk" won First Place, Louisa Krause was awarded best actress and Ryan Tumulty was awarded best actor.
  • Auto Technology: Kyle Haughton and Brian Regan of the Marshall Academy Auto Technology competed with students from over 640 schools Nationwide in the Joe Gibbs/UTI Scholarship competition. This team of two students placed 8th in the nation.
  • Art: Marshall High School students won two first place, one second place and two third place awards in the Scholastic Art Regional Competition. First Place Award winners will be competing in the National Scholastic Art Competition in New York City.

Albanna brings over 16 years of accounting experience to Goodman & Company, with the past 13 serving in public accounting specializing in the construction industry, both in federal and commercial markets. He has most recently served as a senior manager for a national firm. During those 16 years, he has provided the highest level of assurance and tax services to a growing base of construction and government contracting clients. Albanna specializes in construction, manufacturing, real estate, and employee benefit plans. He is experienced in presenting financial information to top management including owners, shareholders, audit committees and boards of directors. He has had experience providing service to privately held and SEC clients. Albanna is a member of The A1merican Institute of Certified Public Accountants (AICPA), and Virginia Society of Certified Public Accountants (VSCPA). Albanna will serve as senior manager for Goodman & Company’s Rockville office. Serving clients since 1932, Goodman & Company is a regional certified public accounting firm delivering quality accounting, tax and specialized services.

Hawk Associates, Northern Virginia Community College’s Continuing Education and Workforce Development Office, and the Northern Virginia Workforce Investment Board are pleased to host the Washington DC Metropolitan Customer Service Consortium’s 3rd meeting. It will be held on March 19, 9:00-11:30am at the NVCC’s Richard J. Ernst Cultural Center (8333 Little River Turnpike). Continental breakfast will be provided. In June 2003, Hawk Associates began a dialogue to focus on commonalities within the community and, as a result, developed, designed and delivered the first Customer Service Certificate program in September/October 2003. Our desired outcomes of this session are: formation of a committee to begin compiling standards; agreement to continue the program in 2004; and support for the program from our members. The Vienna Art Society, a 503(c)(3) non-profit organization, is pleased to announce the official opening of their new Art Center located at 115 Pleasant Street, West in Vienna. This Art Center will be used to provide art lessons and workshops for both children and adults and will also provide an exciting, new gallery space for local artists. Everyone is invited to visit the Art Center on Sunday, March 7 from 1 to 4pm to see the first art show, meet some of the Vienna Art Society artists and enjoy refreshments. In conjunction with the center opening, the arts society is conducting its first fundraising effort to help with the purchase of chairs for the Art Center. Donations of $50 or more will be recognized on an "honor roll" to be permanently displayed in the center. This is a wonderful opportunity for individuals and businesses to support arts and art education for our community.


Vienna’s New Cold Stone Creamery raises over $1,200 to support Darrell Green Foundation—Following the ribbon cutting by the Mayor Seeman and Senator Devolites and a few words from the Mayor, Foundation Executive Director JC Sherrod, Jr. thanked owners Ramneek and Neal Chudasama for supporting the community and discussed Darrell Green’s vision for the Foundation and its achievements since its establishment. The Foundation seeks to help underprivileged boys and girls build on the cornerstones of character and persistence to drive both personal success and stronger community. Cold Stone Creamery, which just opened its location at 205 Maple Avenue East in Vienna, is a concept new to this area. In addition to super premium ice creams made in the store daily, as well as soft freshly-baked brownies and waffle cones, Cold Stone specializes in personalizing “creations” for each customer. The crew combines any “mix-ins” (candies, fruits, nuts, etc.) the customer desires to the ice cream of their choice on a chilled slab of granite. The result is a near-infinite number of combinations. “There is no limit to what you can do here,” said Neal Chudasama, a Vienna native and co-owner of the store. “Customers have the freedom to make any creation they want. It is truly the Ultimate Ice Cream Experience, and we are happy to be able to offer it here.” In addition to the personalized, gourmet ice cream, customers raved about the trendy décor and enjoyed the crew’s (attempts at) singing when tipped. “Willpower has met its match!” one patron noted, “and, as bad as the singing is, you’ve gotta love it.”

Town of Vienna:

  • Volunteer Service Nominations: Town of Vienna Mayor M. Jane Seeman invites Vienna area residents to nominate an outstanding volunteer in recognition of his or her service to the town. Mayor Seeman plans to honor these volunteers at a special ceremony on April 13. Nomination forms for outstanding community volunteers are available at Vienna Town Hall, 127 Center St., S. Completed forms must be submitted before March 1. For more information, call the Mayor’s Office at 703-255-6310.
  • Business License Deadline March 1: Town of Vienna businesses are reminded that the annual business, professional, and occupational license tax (BPOL) is due on March 1. All businesses in the Town of Vienna, including home occupations, must renew their business licenses by March 1.The amount of the tax is based on gross receipts, and the rate varies according to the type of business. The gross receipts threshold is $50,000, below which the tax does not apply. Those businesses with total annual gross receipts of $50,000 or less pay only the minimum license fee of $30 per year. License tax forms are available in the Finance Department at Town Hall, 127 Center St., S., and online at www.ci.vienna.va.us.   • Council Candidate Filing Deadline: Tuesday, March 2, is the filing deadline for candidates in the May 4 Vienna Town Council election. This year, voters will elect the Mayor and three Town Council members for two-year terms beginning July 1. The information packet for candidates is available on the State Board of Election’s web site, www.sbe.state.va.us. For more information, call the Fairfax County Electoral Board at 703-324-4735.
  • Philadelphia Flower Show Trip: March 4 is the registration deadline for a trip to the Philadelphia Flower Show sponsored by the Vienna Parks and Recreation Department. The trip is scheduled for Thursday, March 11. A charter bus will leave at 8am from the Vienna Community Center, 120 Cherry St., S.E., and return around 7pm The cost of $54 for Town of Vienna residents and $67 for out-of-town participants includes transportation and admission to the show with all-day re-entry privileges.   • Atlantic City “Overnighter”: An overnight trip to the casinos in Atlantic City, sponsored by the Vienna Parks and Recreation Department, is scheduled for Thursday and Friday, March 4 and 5. A charter bus will leave at 10am Thursday from the Vienna Community Center, 120 Cherry St., S.E., and return Friday about 7:30pm The cost for Town of Vienna residents is $154 per person single occupancy, $115 double occupancy, and $108 triple occupancy. For out-of-town participants the cost is $177 per person single occupancy, $133 double occupancy, and $124 triple occupancy. The cost includes transportation, casino package, dinner and breakfast buffets, and overnight accommodations at the Holiday Inn on the Boardwalk. U.S. Small Business Administration (SBA):

  • Bank consolidation can limit small business access to credit, according to a study released 2/12/04 by the Office of Advocacy. The Impact of Bank Consolidation on Small Business Credit Availability finds that in regions with high levels of consolidation, there were reductions in small business access to bank credit, especially in credit limits. However, small business overall debt levels remained steady as they turned to non-bank financial institutions for their credit needs. “Since small banks provide a substantial share of credit to small firms, bank consolidation and how it relates to small business should be a real concern for policymakers,” said Thomas M. Sullivan, Chief Counsel for Advocacy. The Office of Advocacy, the “small business watchdog” of the government, examines the role and status of small business in the economy and independently represents the views of small business to federal agencies, Congress, and the President.   • The SBA won double honors February 13, 2004 at the annual Excellence.gov awards luncheon. The agency won top honors for BusinessLaw.gov and was one of 25 award winners for developing a first-of-its kind integrated state business registration and federal Employer Identification Number Web service. The annual awards recognize e-government projects that are innovative, mature, demonstrate measurable results, impact the agency’s mission and can be copied by other organizations. The site, launched in December 2001, was among 90 nominees for the award. BusinessLaw.gov is a one-stop legal and regulatory site built primarily by SBA field attorneys. It helps businesses find, understand and comply with laws and regulations at all levels of government. The site can be found on the Web at http://businesslaw.gov or through the Laws and Regulations section of http://www.sba.gov.
  • FY 2005 Budget Request Reflects Commitment To Provide Capital for Small Businesses– The SBA announced a fiscal year 2005 budget request of $678.4 million that increases loan authority for the agency’s flagship lending program and strengthens the agency’s most successful programs. The budget requests $12.5 billion in loan guarantee authority for the 7(a) program, a 30 percent increase over the FY 2004 requested level, building on the SBA’s record-breaking 2003, which saw an historic number of loans granted under the 7(a) program. “The SBA guaranteed a record number of loans last year, with double digit increases in the percentage of loans to women, Hispanics, African Americans and Asian Americans,” said SBA Administrator Hector V. Barreto. “The budget request of $12.5 billion will allow the SBA to build on the success we’ve had in this important loan program, and will provide more businesses with the capital needed to start up and expand.” In an effort to provide more effective service to small businesses, the budget also includes funding for its core programs with an emphasis on making better use of these programs’ extensive resources and well-developed infrastructures.
  • FTC Hotline to Assist Small Businesses Recover from Web Cramming Scam—The Federal Trade Commission has launched a consumer hotline to assist alleged victims of a Web cramming scam operated by Miami-based Epixtar Corporation and several of its subsidiaries, including one formerly known as SBA Online, Inc. The hotline number is 202-326-2998 and will advise consumers how to obtain a refund. The hotline was established as a result of a lawsuit filed by the FTC against Epixtar and its subsidiaries for allegedly violating federal law by deceptively marketing a free trial of Internet services, and then unfairly billing customers’ telephone accounts without their expressed informed consent and without their knowledge. The FTC investigation was prompted in part by the U.S. Small Business Administration’s objections to the unauthorized use of its trademark by the company and complaints to the SBA from small business owners. Cramming refers to the practice of billing businesses for services that were never authorized and have little value. The bogus charges usually appear on businesses’ telephone bills.
  • The SBA’s Philadelphia Regional Office will present a Small Business Homeland Security Issues & Opportunities Symposium—Exploring The Future Of Homeland Security For The 21st Century & Beyond. The program will be held on April 14, 2004 from 8:00am to 3:00pm at The Heritage Foundation (214 Massachusetts Ave., NE, Washington, DC). Invited presenters include The Honorable Tom Ridge, Secretary of the U.S. Department of Homeland Security. There will be workshops on Homeland Security related topics and Research & Development Opportunities at Historically Black Colleges & Universities (HBCUs), and a Matchmaking Forum focusing on “Networking with Large Businesses, Federal Agency Procurement Representatives and One-on-One Meetings”.   • Top Financial Advisor to Appear on Live Web Chat Feature of Spanish Language Web Site: Louis Barajas, a top financial planner and small business advisor will appear in a live web chat on its Spanish language Web site, www.negocios.gov on Wednesday, February 11, 2004 at Noon EST (9am PST). Mr. Barajas will discuss how to make your small business more profitable and how to balance it with your life. Mr. Barajas will answer questions for approximately 2 hours. The Fairfax County Park Authority:

  • Ossian Park Master Plan—The Fairfax County Park Authority is holding a public hearing on Tuesday, March 23, 2004, to present a proposal for master plan revisions at Ossian Hall Park, located at the corner of Heritage Drive and Four Year Run in Annandale at 7900 Heritage Drive. The hearing culminates months of hard work by a local task force, which sought innovative approaches to improving the 23 acre green space. The concept proposes a park with a more urban feel and addresses concerns from the neighborhood about safety issues by opening up some areas of the park and lighting others. The proposal includes adding a rectangular field, lighted plaza space, a lighted skate area, picnic shelters and additional lighted parking. In addition, the plan proposes relating and updating the existing playground and basketball court. The hearing will be held at 7pm at Annandale Terrace Elementary School at 7604 Herald Street in Annandale. To view the proposed plans online, visit our website at www.fairfaxcounty.gov/parks.   • Kemper Park To Receive Improved Playground—The Fairfax County Park Authority will begin replacement of the playground at Kemper Park, located at 10206 Garrett Street in Vienna, VA. The Park Authority work, slated to begin in the next few days, results from the damage incurred at that site when a tree fell on the playground during Hurricane Isabel. The contractor, Custom Park Services, Inc., will be moving on site to install new playground equipment. The existing playground area will become a picnic area and the playground will be moved to a site with improved access. The composite unit is appropriate for school-aged children and will contain two bays of swings. The project costs of $34,000 include demolition of the old unit as well as new benches and safety surfacing. Construction access to the site will be from the Garrett Street entrance.   • Noted Historian Explores Banjo’s Past—Visitors are invited to listen as Carson Hudson, Virginia historian, musician and interpreter, presents an informative and entertaining “show and tell” program about a popular instrument. Carson explores the origins and transformation of the banjo and banjo music in early Virginia on Sunday, February 29, 2004 at Sully Historic Site, located in Chantilly, VA. Learn about the changing sound of the instrument that originated in Africa. The banjo was played by slaves in North America and later became the mainstay and star of blue grass and country music. Show times are scheduled for noon and 2pm Seating is limited. The cost is $7 for adults, $5 for children and seniors. A tour of the 1794 home is included with admission.   • Annual Cross County Trail Caucus Rescheduled—The third annual Cross County Trail Caucus, canceled last week due to inclement weather, has been rescheduled for Thursday, February 26, 2004 at 7:30pm The meeting will be held in the Woodson High School cafeteria in Fairfax, VA. The Cross County Trail Caucus, sponsored by the Fairfax County Park Authority and supported by local trail groups and hiking organizations, is a chance to look at the accomplishments of the past year relating to local trails and those who support and use them. The program features a chance to network with other trail enthusiasts, announcement of the Cross County Trail Champion winner, presentations by advocates of local Friends groups and recognition of volunteer trail projects.   • Frying Pan Park Birth Rate Peaks With New Piglets—If you or your children enjoy watching little pig piglets run around, a visit to Frying Pan Park is overdue. The first piglets of the year have arrived, and arrived, and arrived; with 16 new piglets now calling the barn home. The weather was frosty and the winds howled, but that did not stop the impending births. Two sets of piglets were born on Friday, January 23, and Sunday, January 25. Moms, “Ohee,” a white Yorkshire Cross, and “Wanda,” a Hampshire, each had eight babies. All the babies are healthy and ready for visitors.   • Sully Included In Underground Railroad Network—The National Park Service named Sully Historic Site, located in Chantilly, as a member of the National Underground Railroad Network to Freedom. Sully, a Virginia Landmark listed on the National Register of Historic Places, was built in 1794 by Richard Bland Lee, Northern Virginia's first representative to Congress. The network looks at sites, facilities and programs that help to tell “the story of resistance against the institution of slavery in the United States through escape and flight.” The Park Service found that the Park Authority site, through its letters and newspaper advertisement of runaway slaves, makes a significant contribution to the understanding of the Underground Railroad in American history. The house, grounds and representative slave quarters is owned and operated by the Fairfax County Park Authority. The house is furnished with antiques and reproductions of the federal period. House tours are offered every day except for Tuesdays, and educational programs, craft demonstrations and living history events are offered throughout the year.   • Park Authority Board Chooses Incumbent To Lead—Earlier this week, the Fairfax County Park Authority Board elected officers, naming Winifred S. Shapiro as Chairman (Braddock District), as well as incumbents Gilbert S. McCutcheon (Mount Vernon District) as Vice Chairman and Jennifer Heinz (At-large representative) as Secretary-Treasurer. The vote was unanimous and keeps the existing officers in place. Mrs. Shapiro has served on the Park Authority Board since February 2000. This is her third election to the post of Chairman, a position she has held since January 2002. Chairman Shapiro is a well-known community activist and participates in numerous civic organizations. She is employed by the U.S. Department of Education as a budget analyst. The Fairfax County Park Authority Board is appointed by the Fairfax County Board of Supervisors. These 12 appointees are comprised of one representative from each of the magisterial districts, plus three at-large members. The Board sets policy and establishes priorities for the park agency, which manages dozens of facilities, 388 parks and over 22,000 acres of parkland in Fairfax County.
