Message from the Chairman
By Robert Stemetzki
VTRCC Chairman of the Board

I recently attended a lecture on business networking. All of the speaker’s points and techniques were great but one comment really hit home for me. If you walk into an event or luncheon with the attitude of “how long do I have to stay?” or “when can I leave?” then why bother going at all? I also invited a couple to Casino Night for the first time. We stayed until the end, and as we were leaving they talked about the great time they had (their comment, not mine). Next year, they suggested, we need to invite two other couples to join us. What’s my point? The same one I’ve been making all year: Our Chamber is good and it does work… but it’s only as good as you make it.

We’ve started some new initiatives that members enjoy: Chamber 101 and the Executive Groups. Also, we are partnering with The Networking Community, which presents new networking opportunities. We hosted a well-received Legislative Breakfast in October, “Meet the Candidates”. And we have scheduled a follow-up breakfast on May 5th to hear firsthand how this past year’s legislative session went and what it means to our members.

Our attendance is up and our membership numbers are up so we must be doing something right. I just hope your business and you have benefited from these efforts. All of this is done through the hard work of our office staff and Board members.

In closing, I want to take this opportunity to thank each one of you for your commitment to VTRCC and thinking “out of the box”. Your work has been the reason for all of this. I appreciate it and I know our members do.

President George W. Bush signed legislation in April that will increase loan authority for the U.S. Small Business Administration’s flagship 7(a) loan program by more than $3 billion. The 30 percent increase in small business loans for the current year will allow the SBA to lift a three-month-old cap of $750,000 on 7(a) loans and drop restrictions on piggyback loans. The new law increases the 7(a) program’s lending authority for this year to $12.5 billion, allowing the program to reach up to 90,000 small businesses in fiscal year 2004, creating or retaining up to 500,000 jobs for hard-working Americans. The legislation also allows the SBA to immediately remove the $750,000 cap on 7(a) loans, returning it to its previous $2 million level. The bill also raises the maximum on SBA Express Loans to $2 million and allows the SBA to raise the maximum guaranty on loans up to $2 million to 75 percent. Piggyback loans will once again be allowed. The legislation reauthorizes the 504 loan program and sets authorization levels for the Small Business Investment Company program through the end of the fiscal year. The bill also guarantees that the SBA’s Small Disadvantaged Business and Preferred Surety Bond programs will remain in continual service through June 4, 2004.

The U.S. Chamber of Commerce's Center for Workforce Preparation invites you to Discover 70,000 Skilled Workers: Chamber-Job Corps Showcase 2004 on July 21, 2004 in Washington, D.C. How does your state fare against the rest of the nation in the technology and science sectors? The Milken State Technology Report (by the Milken Institute) uses 75 indicators in five categories to measure how well a state will perform in today's knowledge-based economy. Overall, Massachusetts repeats from a year ago as the top-rated state, followed by California, Colorado, Maryland and Virginia, the same Top 5 as last year. Rhode Island showed the biggest gain, jumping 10 spots to #11. Read the report at

The skill level of potential and incumbent employees has become the "hot topic" in our economy. Economic development is increasingly dependent on the quality of the available workforce. It has long been recognized that employers often "speak a different language" when it comes to skills discussions. This has been a barrier to communication between education and training service providers and the private sector. For some years, ACT's WorkKeys has been used to cross this communication divide. This assessment and skills profiling system has proven its worth repeatedly, and the return on investment to employers and workers is extraordinary. Several statewide educational and training initiatives (from the SOL's to a regional portable skills credential) are being built on WorkKeys so it is imperative that we increase awareness of the WorkKeys system and its value to our economy. To enhance this understanding, FREE WorkKeys seminars have been planned across the state. These concise, informative sessions are designed as an introduction to WorkKeys for employers, educators, parents, counselors, and other workforce development and education professionals. You are invited to attend and to encourage others to take advantage of this FREE opportunity at Northern Virginia Community College (Annandale Campus) - May 27th 10am – 2pm. Please RSVP to Heather Glissman at heather.glissman@governor.virginia.gov.

Committee News

The Business Development Committee (BDC) is looking for a few good volunteers.
  • The Town Business Liaison Committee is in need of representatives from the Chamber to work with the Town of Vienna regarding issues affecting local businesses. For more information, please call Roy Baldwin at 703-281-0134.
  • Mark Chernisky reports that the Business Incubator Program is at a critical juncture regarding space. He hopes to hear something positive soon, so this essential program can get off and running. There is a tremendous opportunity to work closely with the program while it evolves. If you are interested, call Joan Fletcher 703-273-9299.
  • Executive Dialogue Groups are forming fast. If you want to participate in one of these informative, confidential executive business committees, please contact Joan Fletcher at jfletcher@winningways.com or 703-273-9299.
  • The BDC is always looking for new folks to help promote Chamber members businesses. Our next meeting will be Wednesday, April 28 at 8:30 a.m. at Rees, Broome and Diaz, 8133 Leesburg Pike, 9th Floor in Tysons Corner.

Tip Groups

  • The Thursday Lunch and Lead Share group has become the Monday Lunch and Lead Share group and there are a few good and open slots for members. (The switch was made to Monday to better support the many other Chamber functions which are scheduled for Thursdays.) Lead share groups are one of the greatest benefits offered through membership in the VTRCC. Where else can you go and find a dozen or more businesspeople willing to help you build your business with solid referrals, direct purchases and educational support? These groups offer weekly fellowship and assistance in exchange for your commitment to helping those who help you. The lead share groups work for both new and established businesses as they support the entire business community through the Chamber. We have openings in all three groups. Please contact Harv Silverman, local attorney and VTRCC General Counsel who leads the Monday and Tuesday Groups for more information at 703-319-8806.
  • The Friday Executive Lunch Group was established to accommodate business to business referrals only. If that group is right for you contact its leader, Jodi Scholes, local massage therapist and Chairman of the Membership Benefits Committee of the VTRCC at 703 255-1500. Nourish your business while you nourish yourself.
  • These luncheon meetings are every week 12:15-1:30 at Shula's Steakhouse in the Tyson's Marriott Hotel for all three of the VTRCC Lead Share Groups.
