A Message of Thanks
and Welcome
As the Vienna-Tysons
Regional Chamber of Commerce 2003-2004 year draws to a close, the staff
would like to say thanks to our outgoing Board of Directors. For the
past 12 months, they have collectively volunteered over a thousand hours
to address the constant needs of this growing Chamber. The many programs
and events that we offer our members would not be possible without their
dedication.
We also would like
to welcome our new Board, made up of Chamber members who are new to
the Board or returning in the same or different positions. Most notably,
Maris Angolia of Karin’s Florist becomes our new Chairman of the
Board. An active member for many years, Maris is the first VTRCC Chairman
from a retail company! We are excited that she will be guiding the Chamber’s
offerings for our 2004-2005 year.

Meet Billy Thompson,
raised in Vienna, great guy, founder and owner of All Star Movers, and
a twenty-year member of the Vienna-Tysons Regional Chamber of Commerce.
Billy started to work during his high school and college years as a
mover. He instantly loved the trade and became an expert in the field.
Returning to his trade after a few years in the furniture business,
he honed his skills (delivery, sales and management) to become the entrepreneur
he is today.
In 1977 Billy started
All Star Movers as a weekend job with one used truck and it was less
than six months after starting that it became his fulltime job. Word
of mouth about his quality work, service and his hands-on philosophy
made the company grow to a three-truck moving operation in the first
three years. Now, 27 years later, Billy employs 60 people and All Star
Movers is a 15-truck company. That’s quite an achievement!
In the early eighties,
Billy joined the Vienna Chamber because friends told him that the Vienna
Chamber was THE place to develop more and instant business. And so Billy
joined, met new people, networked, was part of tip/lead groups and enjoyed
the mixers, luncheons and other Chamber activities. With his sparkling
personality he brought other businesses together and just a few years
ago he decided to up his involvement even more.
Billy has been the
Chair of the Membership Services Committee for the last two years. His
favorite topic in this committee is the Chamber 101 series where members
learn how to maximize their Chamber membership. He will now start a
three-year cycle (commitment) for the Vienna-Tysons Regional Chamber
of Commerce as Incoming Chairman (1 year), Chairman (1 year), Outgoing
Chairman (1 year).
Asked why he is
still so upbeat for the Chamber, Billy offers a very simple answer.
Next to the extra business that came in through the Chamber, he met
great people and has built great friendships and professional relations
with many members. He believes that he has grown personally and professionally
because of all these different people (and some role models) he has
met and that he has benefited greatly from the different ideas and ways
of doing business he recognized in others. Next to that Billy feels
that the Chamber is an excellent place to learn about business ethics.
Billy states that
one of the most important things you can do to leverage your Chamber
membership into more business is to GET INVOLVED. If you join one committee
and attend at least one event a month you will grow your business through
the Chamber. You’ll also build long-lasting relationships and
friendships that will bring you business in the future. Quoting BNI’s
Ivan Meissner, Billy urges Chamber members to get visibility, get credibility,
and then comes profitability.
The last question
for Billy was about the changes he has seen over the last 27 years within
the Vienna-Tysons Regional Chamber of Commerce and the answer came quick.
According to Billy, the Chamber has the opportunity to become stronger
than it has ever been. Tysons Corner is a true asset that, with the
proper attention, will grow the Chamber membership and offer myriad
business opportunities for all existing members. Billy trusts that this
growth will still allow our Chamber to retain our hometown atmosphere.
Billy went on to
say that the Chamber needs to keep pace (as in the past) with the changes
in our society and demographics and that it is exiting to see the influx
of people from new industries, countries and cultures. It’s pleasing
to see that this influx constantly creates new opportunities and challenges
for the Chamber members.

Dear VTRCC Members
and Friends of the Chamber,
I would like to
remind our VTRCC members that June is our membership renewal month.
Invoices have been mailed. Those members who renew by July 1, 2004 will
receive a $5 VTRCC mixer coupon. Members who renew by August 1, 2004
will be included in the 2005 Chamber Directory. Those who renew after
August 1, 2004 are in jeopardy of being dropped from the Chamber membership
and will not be included in the Chamber Directory. As you are aware,
the VTRCC has limited resources and a three person staff. As your President,
I strongly encourage you to renew in a timely manner. By renewing on
time, you will help to conserve our limited office resources. Please
don’t delay and thanks for your continued support.

growing our Chamber and implement programs of interest for our members,
area businesses, and the community, I need your help. If you have any
suggestions or ideas that you think the VTRCC should consider or if

The Fairfax
County Economic Development Authority wants you to know about
a new resource for county small businesses. Housed within the new offices
of the Community Business Partnership, the new incubator space is conveniently
located in Springfield, less than one mile from the Springfield/Franconia
Metro station. Each furnished office is approximately 100 square feet
and is equipped with new Hewlett Packard desktop computers with 17”
monitors, wireless connectivity and T1 access. Telephone service is
included with unlimited local calling, as well as use of conference
and training rooms. More importantly, tenants have free access to a
“consultant bank” of professionals in fields such as legal,
finance, marketing, human resources and government contracting. Incubator
tenants are also encouraged to avail themselves of the vast array of
resources and technical assistance available through the Community Business

The Vienna American
Legion Post 180’s 4th Annual Golf Tournament will be
held at Penderbrook Golf Course on Friday, June 18 (shotgun start).
The Post is seeking $100 hole and $50 cart sponsors for the event. Individual
registration is $75, foursomes $300. There will be a Hole in One Car,
refreshment carts, and perhaps some special guests (details to follow).

held a 'Healthy Hound' dog walk and a 2-day dog adoption at Viva
Vienna. Almost 20 groups brought dogs for adoption, including

The National
Women’s Business Center, Inc. is opening an incubator in downtown
Washington, D.C. (Connecticut Ave. and K St., N.W.,), to stimulate
growth of small businesses and start-up companies. Eight early-stage
businesses will have the opportunity to jumpstart their companies by
availing themselves of an outfitted office environment and critical
resources focused on boosting growth. Program participants will receive
personal office space with desk and chair and office equipment and supplies,
computer, high speed Internet access, 202 area code telephone and voice
mail services, in an energized office environment without any long term
lease requirements or personal guarantees. In addition, these growing
businesses receive two hours of personal business coaching each month
from the highly experienced staff at the National Women’s Business
Center. With only eight spaces available and a low monthly rent of $675,
this opportunity will go fast. A non-profit, 501(c)(3) serving women
business owners at all stages of business development, the Center funding
is provided in part by the Small Business Administration and from contributions

Small
businesses need the Regulatory Flexibility Improvements Act
of 2003 (H.R. 2345) to protect them from regulatory over-reach,
according to congressional testimony delivered by Thomas M. Sullivan,
Chief Counsel for Advocacy. Sullivan also suggested ways to make the
legislation stronger. Based on discussions with small entity representatives,
the Office of Advocacy strongly supports certain provisions of the
bill, including: Defining economic impact to include foreseeable indirect
economic impacts; Expanding the scope of applicability of the RFA
to IRS actions that impose recordkeeping requirements; Requiring agencies
to estimate the cumulative economic impact of a proposed rule on small
entities, and Expanding the current panel process to CMS, IRS and
the FCC. Advocacy also believes that changes to H.R. 2345 would increase
protections for small entities.

The
U.S. House of Representatives has acted to reduce the federal
paperwork and regulatory burden imposed on small businesses
by passing a series of regulatory relief measures. Thomas M. Sullivan,
Chief Counsel for Advocacy, has strongly supported H.R. 2432, the
Paperwork and Regulatory Improvements Act of 2004, by testifying twice
before congressional committees. He noted that Advocacy research shows
small businesses continue to pay a disproportionately large share
of the total federal regulatory burden. For firms with fewer than
20 employees, the annual regulatory compliance burden in 2000 was
estimated to be $6,975 per employee - nearly 60% higher than the $4,463
estimated for large firms with more than 500 employees.

The
SBA announced the unveiling of its new teen entrepreneur Web
site to target young entrepreneurs who want to start, run
or grow their own businesses. The Web site will provide young entrepreneurs
with a learning tool to help them succeed in the 21st century world
of small business. It is designed to introduce teenagers to the concept
of small business ownership as a viable career choice by helping them
shape their dreams of entrepreneurship. The Web site features small
business basics from brainstorming to evaluating a business idea,
developing a business plan, learning from successful young entrepreneurs,
making wise financial decisions and access to SBA’s entrepreneurial
development partners and services. Other highlights of the Web site
include information on legal issues that need to be addressed when
starting a business, links to youth organizations that concentrate
on youth entrepreneurship and links to mentoring and peer groups.

The
SBA announced the launch of a Web site that will serve as the business
gateway for U.S. businesses to connect with federal agencies,
providing specific business tools and resources. Currently in its
initial phase, Business.gov is a powerful Web site that will provide
one-stop, online federal government information and services that
businesses need and can access in one easy-to-find location. Business.gov
provides information and links to: Business Development, Financial
Assistance, Taxes, Laws and Regulations, International Trade; Workplace
Issues, Buying and Selling, and Federal forms. Business.gov is slated
to add more resources by the Fall of 2004, including more information,
sources and links designed to help businesses get the right information
at the right time from home or office and on their desktops, laptops
or PDAs. Business.gov also will add special “wizards”
to help businesses find answers to their questions, fill out forms,
save time and be more productive.

The Fairfax
County Park Authority (FCPA)

FCPA, the Potomac Conservancy and REI will celebrate National
Trails Day with a National Trails Day Service Project on
Saturday, June 5, 2004. Project volunteers will provide Potomac Heritage
Trail Restoration at Riverbend Park in Great Falls, VA. Volunteers
are invited to join organizers along the trail from 8:30 a.m. until
2:30 p.m. Work will focus on the relocation of a 100-yard section
of trail now located in an eroded flood plain. The work will include
a variety of tasks from clearing brush to stone placement and construction.
Tools will be provided, but volunteers with pruning sheers, shovels
and other trail tools are invited to bring them. Groups and families
are welcome, but please leave your pets at home. Registration is required
to ensure that each volunteer receives a commemorative shirt and that
enough tools and supplies are at hand. At least 100 volunteers are

View
the Transit of Venus! There are astronomical and celestial
events which have never been observed by any human alive today. One
of these events, the transit of Venus, will occur on Tuesday, June
8, 2004 and residents are invited to watch it at the FCPA's Observatory
Park at Turner Farm in Great Falls. A transit of Venus is extremely
rare. It is estimated that half the earth's inhabitants will be able
to watch Venus drift across the face of the sun as Venus passes between
the sun and the earth. The previous transit of Venus occurred on December
6, 1882. Properly situated observers should be equipped with filters
for their eyes, binoculars or telescopes. Inhabitants of Asia, Africa
and Europe will be able to see the planet silhouetted against the
sun, a black dot against a fiery disk for approximately six hours.
Venus will be three quarters through its crossing by the time the
sun rises over the East Coast. According to local astronomers in the
Analemma Society and the Northern Virginia Astronomy Club, the best
viewing at Observatory Park will occur from sun-up until 7:15 a.m.
Volunteers at the park, will provide telescopes with appropriate solar
filters and information about the event. For more information visit

Aquatics Seeks Special Volunteers - FCPA is seeking special
volunteers for a unique, award-winning program which makes an important
difference in this community. An adapted aquatics training session
is scheduled at Providence RECenter on Saturday, June 19, 2004 from
1-6 p.m. The training is for persons ages 16 and older interested
in volunteering as a teacher’s aid for the Fairfax County Park
Authority’s Adapted Aquatics program. The training session will
provide attendees with basic skills needed to assist individuals with
disabilities through hands-on pool work, a video and discussion. The
session will conclude with the placement of volunteers into specific
classes. Those individuals that sign-up for three classes will be
eligible to use any Park Authority RECenter free of charge during
the duration of their volunteer service for the agency. For more information

Celebrate
Father’s Day at Sully Historic Site during the 31st Antique
Car Show on Sunday, June 20, from 10 a.m. until 3:30 p.m.
Co-sponsored by the FCPA and the Model A Ford Club of America, the
annual event highlights the evolution of the automobile. Admission
is $8 for adults, $7 for seniors and $5 for children. More than 400
antique and classic cars will fill the grounds. This is the largest
car show in Northern Virginia. Trophies will be awarded in all classes.
You can even purchase the car of your dreams at the Car Corral or
find the perfect auto accessory, crafts or antiques in the Flea Market.
The 2004 limited edition collectable car show pins will be available
from the Car Club for $5 each. Treat dad to a delicious lunch and
snacks from a variety of food vendors on the grounds. Rock ‘n
roll to music of the 50s with Jumpin’ Jupiter and swing with

is holding a public hearing to present a proposal for the Master
Plan Revision for Nottoway Park. This proposal includes guidance
for the continued use of the Hunter House and community gardens, preservation
of cultural resources onsite, replacement of one lighted diamond field
with one lighted rectangular field, an additional restroom facility,
an improved playground, vehicle circulation improvements, additional
picnic shelters, and additional lighted parking. The hearing will
be held on Tuesday, June 22, 2004 at 7 p.m. at Oakton High School
(2900 Sutton Road, Vienna). The proposed plan is available for review
at the Fairfax County Park Authority located in the Herrity Building,
12055 Government Center Parkway, Suite 421, Fairfax or on the Park
Authority website at www.fairfaxcounty.gov/parks. Individuals or organizations

2004 season of the Fairfax County Farmers’ Markets
is here. Farmers from within the 125 miles of Fairfax County are bringing
fresh, local produce directly from the fields to the markets in ten
convenient locations throughout the community. The markets abound
in May with strawberries, lettuces, greens, peas, asparagus, rhubarb,
beets, radishes, carrots, herbs, baked goods, honey, cut flowers,
and plenty of plants for your garden. You can even find tomatoes this
early in the season, greenhouse grown and bursting with flavor. The
Farmers’ Markets, sponsored by the Fairfax County Park Authority,
are a part of Green Spring Gardens’ Community Horticulture Program,
and offer much more than just produce. You’ll find producers,
market masters and Master Gardeners available and eager to answer
your questions. Healthful food tips are the norm and citizens can
help support small farmers in the age-old tradition of the open air
market. Vienna’s market will be held on Wednesdays, May 5th
through October 26th, 8 a.m. until 12:30 p.m.at Nottoway Park (Closed
on September 8th for Vienna Carnival). For more information, please

is accepting nominations for the 2004 Elly Doyle Park Service
Awards. The annual award, established in 1988, recognizes
outstanding volunteer service by groups and individuals in support
of Fairfax County parks and park programs. Nominations will be accepted
until July 2, 2004. The award honors the past service of Ellamae Doyle,
a former member of the Park Authority Board and well-known activist
dedicated to the preservation of parkland and open space in this community
and across the region. Doyle is lauded and appreciated for her enthusiastic
support of natural preservation as well as recreational areas which
benefit the residents of this community. Individuals and organizations
can be nominated. Current members of the Board of Supervisors, Park
Authority Board and paid park staff are ineligible. Anyone may offer
a nomination. Award recipients will be honored at a reception and
volunteer recognition celebration on October 29, 2004. For more information
