The VTRCC Holiday Lunch:
Where Cheer meets Charity!

Our December Luncheon is the largest for a reason: Chamber members and friends enjoy fine food while being entertained by the sweet sounds of the Madison H.S. Madrigal singers. All attendees will have a chance to win an elegant holiday gift compliments of Boone & Sons Jewelers. This year, you can even take $10 off your price of admission by bringing a new, unwrapped toy for the U.S. Marine Corps “Toys for Tots” Program. To find out how, don't miss our next Technology Series Breakfast Meeting being held December 9, 8:00 to 10:00 a.m. at Jammin’ Java, 277 Maple Avenue East in Vienna. Our speakers will be Katherine R. Hutt, online marketing communications specialist and owner of Nautilus Communications, Inc., and Mike McGarry, online recruiting expert and Sr. Recruiting Partner at Talent Advantage.

The Technology Committee of the Vienna-Tysons Regional Chamber of Commerce is planning the third in this series, designed to inform chamber members of practical tools and technologies that will aid them in building their businesses. Each session has featured a VTRCC chamber member conversant in the relevant field.

This December’s session includes two speakers covering two related topics core to the success of any business. You will learn what you can do to design effective electronic marketing, integrate marketing communications, connect marketing and staffing strategies, create online recruiting that works for you, and spend less time getting better people. Dear VTRCC Members and Friends,

On behalf of the Board of Directors for the Vienna-Tysons Regional Chamber of Commerce, I would like to thank our members for their continued support. We would like to extend warm holiday greetings to all of our friends and extended family. Have a safe holiday season.

During the month of December, the VTRCC will host its annual Holiday Luncheon sponsored by Goodman & Company on Tuesday, December 14 at Marco Polo Restaurant. The Madison High School Madrigals will sing holiday music for our enjoyment. Bring a “Toys for Tots” toy for a child and receive $10 off the December Holiday Lunch price. As an added bonus for members that attend, there will be a fabulous door prize from Boone & Sons Jewelers. This is a great gift for that special someone so make your reservations today!

In January, we will be updating our sponsor list for the year. There are three new sponsorship levels (Platinum, Gold, and Silver) which give prime exposure to member companies that sign up as a strategic partner with the VTRCC. As winter approaches, everyone is back to their routines and busy preparing for the upcoming holidays. As a newer member of the Vienna-Tysons Regional Chamber of Commerce, I would like to introduce our Hunter Mill District neighbors to the Dranesville District.

Dranesville District of Fairfax County includes McLean, Great Falls, Herndon, and parts of Falls Church and Vienna. Each neighborhood has its own distinctive energy and charm, making our district a dynamic place to live.

The leaves may be falling from the trees and the colors in our parks may be changing, but a wide variety of programs are still going on and there are numerous opportunities to continue to explore the natural world around us. The Dranesville District offers a myriad of activities for the outdoors enthusiast. Approximately 500+ acres of public open space, including Great Falls Park, Claude Moore Colonial Farm, Scotts Run Nature Preserve, Turner Farm, and Riverbend Park offer citizens a wealth of enjoyable opportunities. Wolf Trap Farm Park, the only National Park in the country dedicated to the performing arts is also in the Dranesville District. Nestled between Tysons Corner and Reston, Colvin Run Mill has an early 19-century wooden water wheel and operating gristmill. The old Miller's House features an exhibit about the process of milling and the families who operated the mill. Another exhibit in the renovated 20th-century dairy barn features the history of the Great Falls community around the mill. We have an extensive network of trails including sections of the historic W & OD Trail, and various stream valley trails throughout the district. I hope you will have the opportunity to take advantage of our park system as it is an ideal place to take those holiday visitors. Spring Hill RecCenter is a great place to work off some of those pounds from your Thanksgiving meal.

As we approach this holiday season, remember to be thankful for the successes you have achieved, and for the challenges you have met. My best wishes for a wonderful holiday season, good health and for a bright and beautiful new year.

Town Hall Meeting with Delegate Steve Shannon – on Wednesday, January 5, 2005, from 7:00-9:00 p.m., Delegate Shannon will hold a Town Hall Meeting at the Vienna Community Center, Multi-Purpose Room, Lower Level, 120 Cherry Street, SE. This meeting is being held prior to the 2005 General Assembly Session, which convenes on January 12, 2005. U.S. Senators John Warner, R-Va., and George Allen, R-Va., announced that the United States Senate voted Saturday night to approve funding for the following projects in Northern Virginia.

1. $25 million for the construction of the Dulles Corridor Rapid Transit Project, a 23.1 mile heavy rail extension of the Washington Area Transit Authority’s Metrorail system from West Falls Church to Route 772 in Loudoun County.
2. $500,000 for Stafford County Airport Improvement.
3. $600,000 for the protection of Dragon Run. These funds will be used to provide a link between the James River National Wildlife Refuge and the Rappahannock River Valley National Wildlife Refuge. The Dragon Run, which is situated mostly on the Middle Peninsula, is a 90,000 acre watershed that has a unique ecosystem with pristine forests and untouched swamplands.
4. $2.3 million to Manassas National Battlefield Park for the necessary rehabilitation of Brawner Farm.
5. $660,000 for the Virginia Community Policing Institute to continue providing community policing, training and technical assistance to Virginia’s law enforcement agencies and communities.
6. $400,000 for the Fairfax County Water Authority to undertake reliability improvement projects for their treatment and distribution systems.
7. $1.2 million for the nationwide Communities in Schools Program to coordinate community resources to help young students stay in school.
8. $1.05 million for the Claude Moore Health Education Center at INOVA Health Systems in Fairfax. The funds will provide support for the education and training of doctors, nurses and allied health care professionals.
9. $1.25 million to complete the removal of the Embrey Dam on the Rappahannock River in Stafford County and Fredericksburg.
10. $2 million for the Intelligent Transportation Systems (ITS) research at George Mason University.
11. $2 million for the City of Alexandria to install fiber-optic cable for traffic signal coordination along the Route 1 Corridor.
12. $1 million for the Richmond Highway Public Transportation Initiative in Northern Virginia.
13. $800,000 for the Potomac Rappahannock Transit Commission (PRTC) service expansion project.
14. $300,000 for the Virginia Economic Development Bridge to promote the economic vitality and external competitiveness of the Commonwealth through business, industry and educational partnerships between Southwestern and Northern Virginia and other areas of the Commonwealth.
15. $150,000 for the Virginia Community College System in Northern Virginia to address several healthcare workforce shortages in these colleges’ service areas.

Hunter Mill District Supervisor Catherine M. Hudgins and Reston Interfaith are partnering for the third consecutive year to sponsor the 2004 Hunter Mill District Winter Coat Closet for adults and children in need. Just in time for the cold season, the Winter Coat Closet opens Nov. 15 and ends Feb. 12, 2005. The Coat Closet will be open Mondays, 10:00 a.m.-Noon; Thursdays, 5:00-8:00 p.m.; and Saturdays, 9:00-11:00 a.m. for donations and for those looking for a coat. Donations of new and “gently used” (i.e. in good condition and dry cleaned) winter coats will be accepted at the North County Governmental Center at 12000 Bowman Towne Drive in Reston during Coat Closet hours. Both child and adult sizes are needed (extra large is especially appreciated). All donations are tax deductible. The closet is also in need of volunteers on Mondays, 10:00 a.m.-Noon; Thursdays, 5:00-8:00 p.m.; and Saturdays, 9:00-11:00 a.m. to assist clients in selecting coats, greeting donors, and sorting coat donations. The Vienna Arts Society (VAS) and its new Vienna Art Center are thriving and growing. In the past few months the Center had a successful Chamber of Commerce mixer which resulted in three items being sold and new contacts, as well as a reception for the Loft Gallery exhibition which resulted in seven paintings and one jewelry item being sold. The VAS wishes to thank the Loft Gallery members for bringing their exhibition on the road to our center and helping VAS become recognized within their sphere of clients and fellow artists. Many thanks too, to Maureen Kammerer and Carolyn Koslow for the work they did in making these events happen.

  • Friday Friends: Every Friday, just drop by and have a cup of coffee or tea. Bring some coffee cake or donuts, chat with your fellow artists, work on some of your art, and bring some great ideas... This is a wonderful time to socialize and get to know fellow artists, to brainstorm on programs and events. Thanks to Pauline Lorfano for a great idea!
  • Come to the Center on December 5, 2:00-4:00 p.m. for “Tea and Crumpets,” a neighborhood tea to get to know the neighbors near Pleasant Street. Bring cookies or cake and VAS will provide the tea.
  • Joe Phillips, one of our very involved VAS members, will begin a Monday night watercolor class in December. Anyone can take these fun, informative and involved classes on a per-night basis. He has a very descriptive brochure for each night which allows you to pick the specific subject you want to develop.
  • VAS needs volunteers to help with Santa’s Workshop December 11-18. Anyone who volunteers during the workshop will be able to show two pieces of artwork in January at no charge. Those with young children who want to go shopping can register their kids for the workshop. They will make a gift for a relative or friend, wrap the gift, and bring it home to put under the tree… all while you shop. If you would like to do one of the evening workshops, contact the Center. Babysitters needed!
  • Gertrud Mohr-Fredrich & Della Quillian are two outstanding VAS artists who will be doing solo-wall exhibitions in December and January. Three remaining walls will be available for VAS members who have volunteered at least 30 hours to VAS or to the Center, and pays a $5 entry fee. All entrants must sit for at least 4 hours in the following 30 days.
  • Robbie Daly, a Loft Gallery and a VAS member artist, began a workshop with fused glass in November. It is a fun and a relaxing workshop that VAS members can take when it repeats in January.
  • Get your kids drawing and painting as we prepare for February’s Youth Juried Exhibition to get young people involved in art.
  • Kimberly Stein’s children’s classes have come to completion. The VAS is thankful that in spite of the initial glitches in getting the Center up and running, she provided a positive and effective program for children 7-12. Kimberly has her own studio and has wonderful ideas about effective elder care programs which VAS hopes to implement soon.
  • Abrakadoodle has been working closely with VAS to develop classes for elementary school age children and is beginning various classes for children from 20 months-12 years. Susan Weir is truly effective in helping young people develop their artistic skills and she is adored by the children.
  • VAS member Shirley Blanchard is finishing up her watercolor classes on Tuesday evenings. Anyone interested in these classes should contact the Center about the next start up.
  • COMING SOON: Enameling Workshop, Fusing Workshop, and Oil Painting instruction in January; Sumi Watercolor Painting, Origami Art, Textile Arts in March; Art History Workshop in the Spring; Understanding Modern Art, Critiquing Classes and Woodsculpting in the future. JOIN US!

Declaring the need for local autonomy in his inaugural speech, Fairfax County Chairman Gerald E. Connolly assumed the presidency of the Virginia Association of Counties. Because local governments are on the front lines of today’s challenges, like terrorism, Connolly called for an end to the Dillon Rule, so localities can chart their own course. VACo plays a critical role in lobbying the General Assembly on regional issues like education and transportation funding and is especially important because the state limits localities’ powers through the Dillon Rule. Conceived in the depths of the Great Depression, when acting separately meant failing alone, VACo sprang from an initiative of the counties themselves. Today, VACo continues to support county officials, to promote the interests of counties, and to better serve the people of Virginia. The association is governed by a board of directors made up of government officials representing 95 local governments. Joyce Bissonette, Chairman of the Fairfax County Small Business Commission (SBC), wants to spread the word about help for small businesses. SBC is the voice of small business in Fairfax County, advising the Board of Supervisors on the state of small businesses and help promote their growth through opportunities to do business with and in the County. Among SBC’s programs is the Government Vendors Comments Board where a business may confidentially discuss issues regarding the procurement process with the County (or any other issue of concern); SBC will work to help resolve those issues. Another program, the Community Business Partnership (CBP) (www.cbponline.org, 703-768-1440) offers loans and free counseling to individuals wishing to start or grow a small business. Their Hispanic Loan program provides loans to Hispanic businesses to purchase equipment to start or grow their business. The Northern Virginia Women’s Business Center (www.wbcnova.org, 703-778-9922), an initiative of the CBP, offers classes and counseling to women entrepreneurs. The SBC holds open meetings on the last Monday of the month (except August and December), and they would like to hear what issues are important to you. Bid your way to some great gifts at the most enjoyable luncheon of the year, the Greater Merrifield Holiday Auction. This is the 19th consecutive year that the Greater Merrifield Business Association (GMBA) has hosted its monthly meeting as a benefit for PRS, Inc. (Psychiatric Rehabilitation Services). PRS, based in the city of Falls Church, provides skills training and support to men and women with mental illness. The funds raised at the Holiday Auction will help hundreds of PRS clients work and live independently in our community. U.S. Chamber of Commerce Highlights Successful 2004 Pro-Business Elections Effort. With the 2004 elections now over, the U.S. Chamber has completed an unprecedented nationwide effort with our federation partners, volunteers and others, to elect pro-business House and Senate candidates by implementing the biggest Get-Out-The-Vote (GOTV) campaign in our history! In 2004, the U.S. Chamber invested significantly more resources in ground operations, electronic communications, and a huge GOTV program with our federation partners and others. They sent out 3.7 million pieces of mail, placed 5.6 million telephone calls, and dispatched more than 30 million pieces of mail in support of voter turnout. They also conducted numerous fundraisers and Meet & Greet events to help raise resources for our endorsed Congressional candidates and build business community support for their campaigns. In addition, more than 36,000 GOTV kits were sent to corporations, small businesses, associations, and chambers of commerce nationwide. These kits and other U.S. Chamber resources have helped these organizations run their own GOTV campaigns to get employees to the polls.

U.S. Small Business Administration (SBA)

  • More than 2.44 million people interested in starting a business or expanding an existing one consulted with one of the U.S. Small Business Administration's technical assistance programs during FY 2004, a record for the agency's programs. The most popular technical assistance program was the Small Business Training Network/E-Business Institute, which offers 80 free online courses, workshops and resources in a virtual campus setting designed to assist entrepreneurs and other students of enterprise. The Training Network Web site recorded almost 958,000 users during FY 2004.
  • SBA approved more than $554 million in low-interest disaster loans to about 17,825 residents and business owners in the areas affected by the late-summer rash of deadly hurricanes and floods. About 1,500 SBA employees are now working in 76 disaster recovery centers in the disaster areas. Almost one million disaster loan applications have been issued to residents and business owners in the affected areas, including homeowners, renters, and non-farm businesses of all sizes.   • The SBA Office of Advocacy unveiled a major new federal government report, The Small Business Economy 2004, which outlines the state of small business and its contributions to the economy. This latest in an annual series analyzes 2003 data. The comprehensive report examines the role small business plays in the economy. It focuses on economic trends and indicators, regulatory issues at the federal, state, and local levels, innovation and technology transfer, as well as federal government procurement and small business financing data. Among the report's highlights: In the second half of 2003, consumer and business confidence returned and the economy shifted into higher gear; home-based businesses make up 53 percent of the small business population and serve as incubators for many growing businesses; and some of America’s best-known companies are university spin-offs.   • SBA and the National Urban League (NUL) have entered a new partnership to promote entrepreneurship. This collaboration is prompted by and part of the Urban Entrepreneur Partnership (UEP), an innovative public-private initiative announced in July. The Administration will undertake a unique association with the NUL to create an entrepreneurship network that will include one-stop centers for business training, counseling, financing, and contracting in historically neglected and economically underserved urban areas.   • American veterans have a strong entrepreneurial sprit, according to a study released by the Office of Advocacy. The study, Entrepreneurship and Business Ownership in the Veteran Population, shows that 22 percent of veterans are considering purchasing an existing business or starting a new one. The study’s findings include: 1) More than one-third of both “new veteran-entrepreneurs” and current veteran business-owners had gained skills from their active duty service that were directly relevant to business ownership. 2) Prior business ownership and employment experience had a positive impact on an even higher percentage of both “new veteran-entrepreneurs” and current veteran business-owners than did military experience. 3) A focus on addressing the challenges of home-based business ownership and Internet use in veteran-owned businesses would be useful. The Vienna Parks and Recreation Department is sponsoring a “Stockings for Soldiers” campaign. Vienna area residents are invited to help make the holidays a little brighter for U.S. troops stationed at Victory Base South in Iraq. Items most requested include phone cards, CD’s and DVD’s, trail mix, hard candy (chocolate does not travel well), magazines, hand sanitizer, beef jerky and baby wipes. All items must be new and unopened. Cards and letters and also welcome. Donations may be brought to the Vienna Community Center (120 Cherry St., S.E.), or Vienna Town Hall (127 Center St., S). Again this year, the Vienna Police Department is participating in “Santa’s Ride for Children” to benefit children who are hospitalized or in need. Shortly after 10:00 a.m. on December 15, Santa is scheduled to arrive in Vienna, escorted by his squad of motorcycle elves, to pick up the donations for delivery to children at Fairfax Hospital and to other kids in the community who might otherwise not have a cheerful holiday. Support this program by bringing donations of new toys, games, books and other gifts to the Vienna Police Department, 215 Center St., S., no later than 10 a.m. Wednesday, December 15. Cash donations are also welcome. The ride is sponsored by the Fairfax County Police Department’s Motor Squad and also includes participants from the County Sheriff’s Department and the Virginia State Police.

The Fairfax County Board of Supervisors has designated December 1 as AIDS Awareness Day in Fairfax County. Education and prevention continue to remain the only effective methods of decreasing the spread of HIV. More than 1,800 county residents have developed AIDS and over 900 county residents have succumbed to the disease. Everyone is urged to increase their awareness and understanding of HIV and AIDS.

Fairfax County Board of Supervisors Approves Six Affordable Housing Initiatives -- The Board of Supervisors unanimously approved six separate proposals to increase affordable housing in the county as part of its long-range, comprehensive plans to address the county’s affordable housing needs. Their actions ranged from providing assistance to first-time homebuyers to helping public employees, such as public safety personnel, teachers and others, find housing in the county. Other measures aimed to encourage reinvestment in the county’s older neighborhoods. Board members believe that the newly approved measures will increase access to affordable assisted living for the elderly and provide more affordable rental housing for working families. Two Volunteer Opportunities with the Juvenile and Domestic Relations District Court (JDRDC)-- A volunteer receptionist is needed to work with the chief deputy clerk of the Fairfax County Juvenile and Domestic Relations District Court. Primary duties will include answering phones and directing the public to the appropriate departments, sorting mail by court date, some data entry and working with the judges in chambers. A minimum commitment of two four-hour shifts per week between 8:00 a.m. and 4:30 p.m., Monday through Friday, for six months is needed. Applicants must be at least 21 years of age. The JDRDC is also seeking volunteers to interview defendants and assist in processing paperwork to determine eligibility for court-appointed attorneys. Volunteers are needed to work one shift per week between the hours of 1:00 p.m. and 4:00 p.m. on weekdays for at least six months. Training will be provided by the court clerk’s office. Applicants must be at least 21 years of age and background checks are required. All 175 Town of Vienna employees are now certified in cardiopulmonary resuscitation (CPR) and the use of automated external defibrillators (AED). A total of four AED units are located in town government buildings: one at the Northside Property Yard, the Town’s public works facility housing approximately 75 employees; one at the Vienna Community Center, which is used by over 100,000 people each year; and two at Town Hall, one in the main floor entranceway and the other outside the second floor Council Chamber, site of many meetings and a weekly court session. Eight employees from various departments volunteered to take on the demanding challenge of becoming American Heart Association certified instructors. No additional pay or benefit was given to the instructors, but they are proud of their accomplishments, and the Town has acknowledged their achievement with Service Recognition Awards.

One of the largest holiday shows in Northern Virginia will be arriving at the Audrey Moore RECenter in Wakefield Park. Fairfax County Park Authority (FCPA):

  • The red carpet was out this week at Kidwell Farm in Frying Pan Park as the presidential turkey and his back-up arrived after White House pardoning ceremonies Wednesday morning. The birds, named via a nationwide contest as “Biscuits” and “Gravy”, were presented to the White House by the National Turkey Federation for the president’s annual Thanksgiving message to the nation. President George W. Bush pardoned this year’s lucky gobblers who will live out the remainder of their lives at the Herndon, Virginia farm. The pardoning ceremony was started in the 1940’s during the Truman administration. President Truman exonerated the bird and a holiday tradition was created.
  • Park Authority Hits New Acreage Milestone -- A combination of factors have come together to help FCPA acquire more than 23,500 acres of parkland and open space within Fairfax County. The new figure, reached within the last month is indicative of the support offered by the Fairfax County Board of Supervisors, the generosity of thousands of donors who contribute to land preservation efforts, and the dedication of the Park Authority Board, agency staff members and county staff who take advantage of many opportunities to increase this diminishing resource.   • FCPA is working cooperatively with Inova Mount Vernon Hospital’s Cardiovascular Health and Rehabilitation staff to establish a program designed to help transition clients with a history of coronary artery disease from a clinical exercise setting to a community-based exercise setting. The program will also be available, with medical clearance from a physician, for individuals who have risk factors for heart disease, including diabetics. The program will consist of two weekly exercise classes supervised by Inova Mount Vernon Hospital Cardiovascular Health and Rehabilitation clinical staff. The RECenter will provide gym and fitness center facilities and will assist clients in setting up a FitLinxx orientation and application which helps track exercise performance and frequency.
