Don Perry knows
and understands quality when he sees it. As the passionate proprietor
of Clean Cuts "The Don" of Elite Auto Grooming, his company
fully exemplifies how important quality work is. He also understands
how important it is to be a member of the Vienna-Tysons Regional Chamber
of Commerce and how his involvement has helped him develop business
through the power of networking and the development of personal relationships
over the years.
As Perry states,
"I've been a Chamber member for over three years now and it has
definitely benefited my business. You have the ability to meet many
people and pinpoint the type of client you want. I was able to meet
many successful business owners and develop relationships with them."
He realized though that business doesn't come overnight. "The turning
point for me came at around six months after I joined. The best advice
I received when I joined was if you want more business, you have to
be open to business."
The Chamber lead
share groups have been especially beneficial to him. "The leads
groups promote your business. People like to do business with people
they know." By combining the various networking events along with
his involvement in the leads groups, Don has realized how effective
the Chamber can be.
With over 15 years
in the professional auto restoration and detailing industry, Perry's
company provides full spectrum, mobile automobile detailing services
that include auto detailing, upholstery trim repair, headliner and convertible
top replacement, pet and odor ventilation system purification, scratch,
tree, sap, oxidation and acid rain removal, engine cleaning, carpet

years ago Tysons Corner was a crossroads with a traditional gasoline
station surrounded by open space, dairy farms, and sparse rural residences.
Today it is a national retail center destination. Known as the downtown
business and commercial center for Fairfax County, Tysons Corner is
centrally located between two of the region's major airports and is
accessible by major interstates and primary roads. In the very near
future the Metropolitan Washington's regional transit system, Metro,
newly designated Silver Line will make it even more accessible for shoppers
and workers to flock to this center. Tysons Corner's centralized location,
with the town of Vienna to the South, is attractive to any business
wishing to call it home.
Today's birds eye
view of Tysons Corner does not look or feel like a downtown. While there
are thousands that drive in and out of the Tysons Corner area each day
to work or shop, few residents call the area home. As this corridor
has changed and grown, more needs to be accomplished to make the Tysons
Corner project a downtown experience - an experience that many of us
coming from a town environment have known. The shopping mall we see
today can tomorrow become a downtown with a real sense of place.
Within the next
six years we have the expectation of four rail stations in Tysons Corner
surrounded by more residential development, which will offer the opportunity
to create neighborhoods accessible to both services and public transit.
People who today drive to shop and work, will in the future come by
rail, bus, or walk or bike.
Many of us see future
changes at Tysons Corner and think of tall buildings - but I think of
parks, bike and pedestrian pathways, tree lined streets, places to shop
and eat - all will allow one to take advantage of the outdoors rather
than reach a destination resembling a large enclosed warehouse. Just
imagine creative housing structures as homes for the young and old,
the economically secure and not so economically secure, for different
cultures and races representing an array of professions and backgrounds.
Today, Tysons Corner
is our eastern gateway entrance to the economic pulse of Fairfax County
- the Dulles Corridor. Running from the western entrance - our international
transportation hub at Dulles Airport - world travelers transverse the
entire corridor to transact business, visit our Nation's capital and
to purchase goods and services to fuel the County's economic engine
- a designation that any local community would envy. Tysons Corner will
continue to evolve as the core business center for Fairfax County. It
is imperative that we address all quality of life issues for the Tysons
Corner area so that more people will live, work and play in the new
vibrant crossroads of Tysons Corner.

Message from the Chairman

It's hard to believe
that my year as Chairman is nearing an end. It has been a wonderful
year and we have accomplished so much.
March was a very
busy month in the Chamber. Our 12th annual Casino Night & Taste
of the Town Luau was a huge success! The delicious food, wonderful prizes
and fun gaming made it a night that was enjoyed by all. Many thanks
to Debbie Earman & Tana Keefe (Fundraising Directors), Bill Daly
(Casino Committee Chairman) and the members of the Committee for continuing
the tradition of this extremely fun event.
Our annual Membership
Drive was also held in March. We got in over 76 new members during the
drive and more are joining every day! Thanks to Mark Chernisky (Membership
Director) for coordinating this effort with Chamber Resources and making
this our most successful campaign to date! There is a list of all the
new members in this newsletter - please join me in welcoming them to
the VTRCC!
Our Youth &
Education luncheon continues to be one of my favorite luncheons and
wouldn't have occurred without all the preparation by Pat Hackerson
(Youth & Education Director). It is amazing to see all the accomplishments
of these talented students.
As many of you may
have heard, Gary Powers, our President, has resigned from the VTRCC;
his last day is May 31st. Gary will be moving to Richmond with his family.
On behalf of the Board of Directors and staff, we would like to wish
him all the best and thank him for his many accomplishments during his
tenure as President of the VTRCC. Please join us in wishing him a fond
farewell on May 19th at the Courtyard Marriott in Tysons Corner, 5:30-7:30
p.m.
Finally, I want
to say thank you to the many people who have made my year as Chairman
much easier. I couldn't have done this without the help and support
of the incredible VTRCC Board of Directors and staff, and of course,
our members. Your hard work and dedication has led us to many successes
and I can't thank you enough! I look forward to continuing on the Board
as Past Chairman, under the leadership of Billy Thompson.
Preliminary
Engineering Proceeds
on Dulles Corridor Metrorail

The Virginia Department
of Rail and Public Transportation (DRPT) has been working closely with
its public and private sector partners on the preliminary engineering
for the Dulles Corridor Metrorail Project -- an extension of Metrorail
service to Tysons Corner, Dulles International Airport and Loudoun County.
When the extension is complete, riders will be able to travel to and
from downtown Washington, D.C. without having to change trains.
Phase 1, which is
11.6 miles, will connect at a point in between the East and West Falls
Church Metro Stations westward through Tysons Corner to Wiehle Avenue
in Reston. There will be four stations in Tysons Corner - Tysons East,
Tysons Central 123, Tysons Central 7 and Tysons West -- and one at Wiehle
Avenue. Phase 1 service is scheduled to begin in 2011.
Phase 2, which is
11.5 miles, will provide six stations. Stations in Phase 2 will include
Reston Parkway, Herndon (at Monroe Street), Route 28 (Sully Road), Dulles
International Airport (which will stop at the passenger terminal), Route
606 (Old Ox Road) and Route 772 (near the Dulles Greenway). Phase 2
service is scheduled to begin in 2015.

disaster preparedness guide for Virginia businesses - In the
last six years, many of Virginia's businesses have suffered tremendous
losses as the result of natural and manmade disasters. In fact, Hurricanes
Gaston, Isabel and Floyd caused billions of dollars in structural damage
to both small and large businesses in the Commonwealth, with economic
losses being even greater. In addition, local economies can suffer for
months or years following a disaster if their businesses have difficulty
recovering. Nationally, 75% of businesses that are destroyed or receive
major damage from a disaster never recover. In many cases, however,
businesses that have planned for emergencies are better able to recover
following a disaster. To assist Virginia's businesses in their planning
and preparation for emergencies, the Virginia Citizen Corps State Council
and the Virginia Department of Emergency Management have developed a
Web-based preparedness guide covering areas such as:

The Town
of Vienna will be publishing a "Retail Guide" as
a companion to last year's successful "Dining and Lodging Guide."
The full-color guide, complete with a map of the commercial district,
will include the name, location and other contact and descriptive information
for every registered retail business with a storefront within the Town
limits. There are approximately 200 businesses that are expected to
be highlighted in the guide, which will be distributed free to Town
residents and at various locations throughout Vienna. Publication is
expected this summer. Vienna-based Nautilus Communications, Inc., a
member of VTRCC, has been selected by the Town Business Liaison Committee
to develop the guide. Retailers based in Town should look for a letter
and informational survey in the mail in May. This should be returned
as soon as possible to be certain your business is included in the guide.

Administration (SBA)

Reflecting the economic expansion, American small businesses
continued borrowing to start and expand their companies over
the first six months of the current fiscal year, securing backing
from the SBA on 27 percent more loans than in the same period a year
ago. In the first half of FY 2005, which began on Oct. 1, 2004, the
SBA, through its private sector lending partners, approved 46,603
loans totaling $6.98 billion under its flagship 7(a) guaranteed loan
program, compared to 36,646 loans worth $5.67 billion in the same
period a year earlier, and 29,342 loans worth $4.85 billion two years
ago.

Small
businesses will find it easier to comply with complex and confusing
federal regulations, if a bill recently introduced by Senator
Olympia Snowe (R-ME) becomes law. The Small Business Compliance Assistance
Enhancement Act of 2005 amends the 1996 Small Business Regulatory
Enforcement Fairness Act (SBREFA), a law that bolsters the Office
of Advocacy's ability to reduce regulatory barriers that can stifle
entrepreneurial growth. It will place new emphasis on compliance guides
that agencies are required to write, so that small businesses can
better understand complex rules and regulations. It also requires
agencies to report annually on their efforts to comply with this law.

Substantial financial deregulation and financial innovation
in recent years have changed banking. The resulting consolidation
of banking and improvements in technology has had important effects
on small business lending. According to a study by the SBA Office
of Advocacy, the way in which bank holding companies (BHCs) grow,
through either outright merger of non-merged acquisition, has a direct
affect on its small business lending practices. The study's findings
suggest: in general, larger BHCs tend to do less small business lending,
as a percentage of total business loans; the organizational form of
a BHC relates to small business lending; when BHCs acquire other banks
-- but do not merge them -- small business lending is little affected;
and in contrast, if bank portfolios are merged and integrated into
larger banks, their small business lending declines. For a copy of

More than 100 travel
writers and editors had a chance to learn the wonders of Fairfax County
at the "Meet Virginia" showcase on March 15 at Southern Living
headquarters in Birmingham, Alabama. The Fairfax County Convention &
Visitors Corporation joined the Virginia Tourism Corporation and convention
and visitor bureaus from around the state. They showcased "The
Best of Fairfax on Two Gallons of Gas," and writers who stopped
by the table received a "vacation in a box" which included
heritage seeds from the grounds of Mount Vernon Estate and Gardens;
Wolf Trap National Park for the Performing Arts' new live CD, "Raise
the Roof;" a pedometer and materials on "The 500 Stores Within
Walking Distance" in the Tysons area; and an interactive CD, along
with 3-D glasses, showcasing highlights of the Smithsonian National
Air and Space Museum's Steven F. Udvar-Hazy Center.

Urban Area
Security Initiative - Local and state officials in the National
Capital Region (NCR) announced that fiscal year 2005 Urban Area Security
Initiative (UASI) funding levels have been approved. The $77.5 million
in UASI grants from the U.S. Department of Homeland Security will be
used for regional initiatives to prepare and secure the National Capital
Region. The NCR is unique since it is comprised of two states - Maryland
and Virginia - as well as the District of Columbia. This complex regional
structure, in the area that is home to the nation's capitol with the
associated elevated risks, requires an equally complex system to determine
how to best and most equitably allocate scarce resources such as UASI
funds. In a timely manner, a careful allocation of funds was done to
meet demonstrated needs in four core areas - planning, equipment, training
and exercise - to assist the NCR in building an enhanced and sustainable
capacity to prevent, respond to, and recover from threats or acts of
terrorism. These funds will provide substantive improvements in this
region by developing regional capabilities to improve transportation
systems, provide mass casualty support units, train the Citizen Corps
and Medical Reserve Corps, provide for hospital surge capacity and other
crucial projects with measurable outcomes that will make the NCR safer.

Fairfax
County Becomes First Local Government Partnership to Purchase Wind Energy
- Fairfax County Board of Supervisors Chairman Gerald E. Connolly
announced that the county has entered into a two-year contract worth
$92,800 per year with Washington Gas Energy Services to purchase five
percent of its electricity as wind energy through the Virginia Energy
Purchasing Governmental Association. The process to pursue the purchase
of wind energy was initiated by Fairfax County and marks the first time
a local government partnership has worked together to use this new environmentally
sound energy source. The county has agreed to purchase 5.8 million kilowatt
hours of renewable energy credits of electricity each year, which is
enough electricity to power the Pennino Building, one of the largest
county office buildings, for an entire year. The Pennino Building is
located at 12011 Government Center Parkway in Fairfax. The wind energy
purchase is a major step toward meeting the region's air quality attainment
goals for the reduction of particulate matter pollution and ground level
ozone pollution, both of which can cause haze and smog. It also reduces
carbon dioxide, which is a known "greenhouse" gas, and organic
mercury compounds such as methylmercury, which is released into the
air during the coal-burning process and eventually is deposited into
our waterways. According to the EPA, mercury exposure at high levels
can be harmful to people of all ages. The environmental benefits from
Fairfax County's wind energy purchase are equivalent to a yearly reduction
of 6,264,000 pounds of carbon dioxides, 23,200 pounds of sulfur dioxides
and 11,600 pounds of nitrogen oxides. The wind power will be generated
at the Mountaineer Wind farm in Tucker County, West Virginia. Wind farms
are facilities that use wind turbines, also known as windmills, to produce
electricity when the wind turns the turbines. Areas where average wind
speeds exceed 12 mph are currently the most attractive locations for
wind farms. Electricity from the wind farm is fed into the "power
pool" supplying the regional electrical grid. Wind-generated electricity
is clean and inexhaustible. No fuel is burned to produce the power so
no pollutants are emitted. Wind power displaces power from coal, oil,
nuclear and gas facilities and therefore prevents their pollutants and
radioactive wastes. Additionally, it marginalizes the impacts of drilling,
mining, shipping, burning and storing associated with fossil fuels.

annual Town of Vienna election will be held on Tuesday,
May 3. Polls will be open from 6 a.m. to 7 p.m. at the Vienna Community
Center, 120 Cherry St., S.E. Town elections are non-partisan, and
Town Council members are elected at large. This year, Vienna voters
will elect three Town Council members, who will begin new two-year

The Town of Vienna's adult coed softball league begins
its spring season April 24. Games will be played on Sundays at Southside
Park. The registration fee of $400 per team includes 10 regular season
double-header games, a post-season tournament, umpire fees, softballs
and awards. Registrations will be accepted on a first-come, first-served

A symposium for people interested in documenting their personal
histories will be held on Thursday, May 5, from 10 a.m. to
2 p.m. at the Vienna Community Center, 120 Cherry St., S.E. Hear success

stories for family members, friends and future generations to enjoy,
and learn about the writing programs offered at the Community Center.
A question and answer period will address aspects of writing from

Musical Theater Auditions for youngsters age 11-18
may be scheduled beginning May 2 for the Vienna Youth Players' summer

At its May 9 meeting, the Vienna Town Council will hold a public hearing
on the proposed Town budget for fiscal year 2005-2006.
The meeting will begin at 8 p.m. in the Council Chamber at Town Hall,
127 Center St., S. At the hearing, citizens will have the opportunity
to comment on the proposed budget and ask questions about the appropriation
of Town funds for the fiscal year beginning July 1. Copies of the
proposed budget are available for review at Town Hall and at Patrick
Henry Library, 101 Maple Ave., E. A "Budget in Brief" summary
may be obtained free of charge at Town Hall, and the entire budget
document may be purchased. If Council considers it necessary, a final
budget work session to discuss comments made at the public hearing

"KidsFest
2005," sponsored by the Vienna Police Department, Vienna
Parks and Recreation Department and Vienna Volunteer Fire Department,
will be held on Saturday, May 21, from 10 a.m. to 1:30 p.m. at the
Vienna Community Center, 120 Cherry St., S.E. All activities are free
of charge. Advance registration at the Community Center is required
for participation in the bicycle safety rodeo, which will begin at
10 a.m. for ages 5 and 6, 11 a.m. for ages 7 and 8, and 12:30 p.m.
for ages 9-12. Kids will learn the "rules of the road,"
have a bike inspection, and ride on bike safety courses. In-town residents
can also register their bikes with the Vienna Police Department. Car
seat safety checks and a fire station open house will be offered throughout

April edition taught viewers how to celebrate Arbor Day by planting
a tree native to our area. The county's urban foresters gave recommendations
on keeping this 133-year-old tradition alive and the master gardeners

info on the new Community Emergency Alert Network - this network, which
county residents can sign up to join, delivers alerts and updates to

on how a local program, Project Discovery, is helping to make the dream
of going to college a reality for kids with limited resources. Viewers
learned about the county's new Emergency Medical Service transport billing
system - the system won't affect the high quality of care to which the
county's Fire and Rescue Department has always been committed, county
residents will not be denied service because of their ability to pay,
and county residents will not suffer financial hardship as a result

provided insight about trends in local transportation issues, including

County Board of Supervisors Notes Progress on Transportation Plans
- In 2004, construction was completed on 18 transportation projects
in Fairfax County. More than 20 additional projects designed to decrease
congestion and improve safety are currently under construction. The
Fairfax County Department of Transportation presented a status report
on transportation capital projects within the county to the Board of
Supervisors at their regularly scheduled meeting today. The county's
Four Year Transportation Plan, which was adopted by the Fairfax County
Board of Supervisors on Feb. 9, 2004, includes a $215 million commitment
of capital funds to improve major highway and transit projects, spot
capacity and safety intersection improvements, and pedestrian improvements
throughout the county. Funding for this significant transportation initiative
is a combination of $50 million in federal Regional Surface Transportation
Program and Congestion Mitigation and Air Quality funds, as well as
$165 million in county General Obligation Bonds approved by voters on
Nov. 2, 2004. Of the 25 projects in the county's Four Year Transportation
Plan, 12 are slated to begin construction in 2005, one is under construction,
and one has been completed. Design is underway on the remaining 11.

Days Promotes Awareness for Fairfax County's Children in Foster Care
- This community awareness project educates Fairfax County residents
about the more than 450 children in the foster care program. The Fairfax
County Department of Family Services Foster Care and Adoption Program
invited school-aged children to participate in Butterfly Days by hand
decorating butterflies at the Dulles Town Center on April 2, and at
the Springfield Mall on April 16 and 30. The decorated butterflies were
hung on special butterfly trees to symbolize a new beginning for the
children in foster care. The goal was to raise awareness about the children
and to encourage more people to consider joining the remarkable group
of citizens who already serve as foster parents in our community. For

The Virginia Chapter
of the American Planning Association named the Fairfax County Park and
Recreation Needs Assessment Report as a recipient of the Outstanding
Comprehensive Plan Award. The award was presented at the Association's
annual conference in April 2005. The focus of the award is to recognize
community-based plans that explore the physical and socio-economic character
of a community. The plan must have been completed within the past two
years. The judges consider originality, transferability, comprehensiveness,
public participation and implementation in their decision-making. The
Fairfax County Park Authority Needs Assessment was designed around a
four-step process that determined community needs, established service
level standards, determined the appropriate level of service contribution
by the Park Authority and ultimately resulted in the 10-year Capital
